BEIJING — China called on the United States to respect its interests in the Asia Pacific, as Washington seeks to boost its influence in the region.

BẮC KINH - Trung Quốc kêu gọi Mỹ tôn trọng lợi ích của mình trong khu vực châu Á - Thái Bình Dương, khi Washington tìm cách tăng cường ảnh hưởng của nó trong khu vực.

China's territorial disputes with countries including Japan, South Korea, the Philippines and Vietnam have intensified in recent years and its neighbours have accused Beijing of behaving aggressively.

"We are ready to work with the United States and other countries in this region to develop an Asia Pacific that enjoys greater stability and development," Foreign Minister Yang Jiechi told a news conference on Tuesday, on the sidelines of the country's annual parliamentary session.

"At the same time we hope the United States will respect China's core interests and concerns."

President Barack Obama unveiled a new US defence strategy in January aimed at countering China's growing power, drawing strong criticism from Beijing which says it poses no threat to any other nation.

Tổng thống Barack Obama đã tiết lộ một chiến lược quốc phòng mới vào tháng Giêng nhằm chống lại sức mạnh ngày càng gia tăng của Trung Quốc, gây chỉ trích mạnh mẽ từ Bắc Kinh, vốn thường nói rằng Trung Quốc không gây ra mối đe dọa cho bất kỳ quốc gia nào khác.

China lays claim to essentially all of the South China Sea, where its professed ownership of the Spratly archipelago overlaps with claims by Vietnam, the Philippines, Taiwan, Brunei and Malaysia.

Beijing and Tokyo also have a long-standing dispute over an uninhabited but strategically coveted island chain known as Senkaku in Japanese and Diaoyu in Chinese, which lies between Japan and Taiwan in the East China Sea.

Premier Wen Jiabao said Monday China must enhance the ability of its military to win "local wars", a day after the government said defence spending would top $100 billion in 2012 -- an 11.2 percent increase on last year.

The Asian giant already has the world's largest armed forces and this latest double-digit increase in its defence budget has fuelled concern among its smaller neighbours Japan, Taiwan and the Philippines.

Yang also told reporters that China-US relations were "moving forward" and Beijing welcomed "a constructive role by the United States in this region."

Territorial disputes over the South China Sea should be "properly resolved through negotiation", he added.

Brain gets high on all-nighters - Não hoạt động tích cực sau đêm mất ngủ

Brain gets high on all-nighters

Researchers studied the brains of healthy young adults and found that their pleasure circuitry got a big boost after a missed night’s sleep. But that same neural pathway that stimulates feelings of euphoria, reward and motivation after a sleepless night may also lead to risky behavior

When functioning correctly, the brain finds the sweet spot on the mood spectrum. But the sleep-deprived brain will swing to both extremes, neither of which is optimal for making wise decisions,” says Matthew Walker, associate professor of psychology and neuroscience at the University of California, Berkeley and lead author of the study.

The findings, published in the Journal of Neuroscience, underscore the need for people in high-stakes professions and circumstances not to shortchange themselves on sleep, Walker says.

“We need to ensure that people making high-stakes decisions, from medical professionals to airline pilots to new parents, get enough sleep,” Walker says. “Based on this evidence, I’d be concerned by an emergency room doctor who’s been up for 20 hours straight making rational decisions about my health.”

The body alternates between two main phases of sleep during the night: rapid eye movement (REM), when body and brain activity promote dreams, and non-rapid eye movement (NREM), when the muscles and brain rest. Previous brain studies indicate that these sleep patterns are disrupted in people with mood disorders.

Puzzled as to why so many people with clinical depression feel more positive after a sleepless night—at least temporarily—the researchers used functional magnetic resonance imaging to study the brains of 27 young adults, half of whom got a good night’s rest and the other half of whom pulled an all-nighter.

Participants viewed numerous images, including pleasant scenes (for example, bunnies or ice cream sundaes), and were asked to rate the pictures as either neutral or positive. Across the board, those who had skipped a night’s sleep gave more positive ratings for all the images while the well-rested participants gave more moderate scores.

Brain scans of the participants who pulled all-nighters showed heightened activity in the mesolimbic pathway, a brain circuit driven by dopamine, a neurotransmitter that regulates positive feelings, motivation, sex drive, addiction, cravings, and decision making.

While a short-term boost in dopamine levels may seem advantageous, it can be detrimental if people are making impulsive decisions because they’re feeling overly optimistic, Walker says.

The findings build upon previous research by Walker and his team that shows sleep deprivation shuts down the brain’s key planning and decision-making regions—namely the prefrontal cortex—while activating more primal neural functions such as the fight-or-flight reflex in the amygdala region of the brain.

The latest study shows a similar disconnect between the prefrontal cortex and the misolimbic pathway after a night of no sleep: “After a good night’s sleep, the frontal lobe regions are strongly connected to the dopamine reward regions, but that’s not the case after a night of no sleep,” Walker says.

As for a therapy for people who are clinically depressed, sleep deprivation is not a viable solution, according to Walker: “The elastic band of sleep deprivation can only be stretched so far before it breaks,” he says.

The Administrative Appeals Tribunal has granted pharmaceutical company Aspen Pharmacare a legal stay against the Therapeutic Goods Administration’s (TGA) ban on some of its products.

The company took the action after the TGA ordered the deregistration of a group of drugs with the base ingredient dextropropoxyphene (DPP): Di-Gesic, Doloxene, Paradex and Capadex.

Professor and hospital pharmacist Andrew Somogyi spoke to us about dextropropoxyphene and the broader implications the legal proceedings.

What is dextropropoxyphene (DPP)?

Dextropropoxyphene is an opioid drug chemically similar to methadone, but dissimilar to morphine. It’s a lot less potent than morphine and so is classed as being a relatively weak opioid drug.

Who is the drug for?

The TGA had approved it for mild-to-moderate pain, which is usually the result of acute pain from surgery. It’s also used to treat chronic pain.

I’m a pharmacist and I was dispensing huge amounts of it in the early 1970s. So, I suspect it was approved mid to late 1960s.

In Australia, DPP can be prescribed by itself (DDP only) but in the majority of prescriptions, it’s combined with paracetamol (DPP and paracetamol).

Figures from the Pharmaceutical Benefits Scheme (PBS) show that there were something like 500,000 prescriptions written in 2009 for the combination of DPP and paracetamol. And there were 21,000 prescriptions of DPP only, costing almost A$500,000 through the PBS.

Is it an effective pain reliever?

From a pharmacology perspective, which means examining how tightly the drug binds to the pain target (the receptor in the brain where opioid drugs act to relieve pain), it’s very poor.

DPP binds to the receptor (pain target) less than 10% of what morphine does, which means it’s a weak opioid compared with morphine.

Clinical studies on effectiveness have basically shown that DPP together with paracetamol are no more effective than paracetamol alone for acute pain. So the evidence about its effectiveness is basically that it’s not any more effective than paracetamol and it’s considerably more toxic.

Why was it banned?

It was banned because its benefit-to-harm balance was not in favour of the drug. It’s no more beneficial than paracetamol and its harms were substantial because of certain effects on the heart. The body breaks down DPP in the liver and one of its major breakdown by-products has adverse effects on the heart. It causes abnormal rhythms that can, in fact, lead to death.

The drug was a lot more toxic to the heart in the elderly because they were not able to remove the drug and its breakdown product as rapidly as younger people, so it would accumulate in their bodies. And in the United Kingdom, in particular, the drug was the major cause of drug-induced overdoses in the 1980s.

Aside from these kinds of harms, the drug can also interact with many other medications by blocking their breakdown. These interactions with other medications patients are on (such as antidepressants) can also cause harm.

The drug is banned in the United States, Europe and New Zealand. Do you think it was a sensible decision by the TGA to ban it?

Yes, because we have much more effective and safer analgesic drugs.

There are some people who have been on this medication for many years and may be dependent on it. Getting them off it may be a problem but we now have very good drug addiction and drug dependence units in hospitals and elsewhere that can deal with those types of issues.

Should the TGA’s decision be allowed to be overturned?

Certainly, the scientific evidence for deregistration can’t be argued against. I think the TGA is on pretty good grounds to convince the tribunal that this is a public health issue and there are much better and safer medicines for the indications that the drug was initially approved on.

A study that suggests vitamin A could reduce the risk of melanoma should be treated with caution, according to Australian cancer experts who say the results are inconclusive and involve potentially toxic levels of vitamin supplements.

The study, published online this week in the Journal of Investigative Dermatology, suggests that retinol – a form of vitamin A present in foods of animal origin such as liver, eggs, and milk – could act as a chemoprotective agent against melanoma when taken as a supplement.

US researchers examined 69,635 people – divided almost evenly between men and women – over almost six years to see whether dietary and supplemental vitamin A affected the risk of developing melanoma.

They found that high doses – 41,200 mg per day – of retinol led to “a significant reduction” of melanoma risk, particularly among women. The protective effect was achieved only with supplemental retinol, the researchers reported. When consumed as part of a diet, Vitamin A had no effect.

Graham Mann, a Professor in Medicine at the University of Sydney, said the main limitation of the study was that the researchers did not assess sun exposure, the major risk factor for melanoma. “Women who take vitamin supplements may well be better at sun protection, and this could account for the reduced number of melanomas, as the authors acknowledge,” said Professor Mann, an expert in the genetic and environmental causes of skin cancer.

“Another contributing factor is that even though the study is large, the number of melanoma cases is small. Three or four more cases of melanoma in the 3,288 female retinol users would have wiped out the difference, so the result may well be entirely a chance finding.”

Australia has the highest rate of melanoma in the world, said Rod Sinclair, a Professor of Dermatology at the University of Melbourne. And although the study was interesting, it only revealed benefits for women who took very high doses of retinol – which “have significant side-effects”.

Andrew Miller, a Clinical Senior Lecturer in Dermatology at the Australian National University, also warned about the dangers of taking high levels of retinol.

“When the potential for foetal damage and systemic toxicity from taking higher than recommended daily intakes is considered, I would not recommend routine supplementation,” Dr Miller said.

The use of a cancer registry to determine the number of melanomas may also have yielded misleading results, he said, “and since there was no attempt made to obtain an independent histologic confirmation of the diagnosis, any variation in diagnosis validity could significantly skew the results of the study”.

“The best advice that I can give for mitigation of melanoma risk is careful sun protection and routine self-examination; particularly in high risk families.”

Professor Sinclair agreed: “‘Slip, Slop, Slap’ is still the best advice going around.”

Vietnam: a view from the train

The Reunification Railway links Hanoi with Ho Chi Minh City, offering travellers an excellent – and comfortable – way to see Vietnam, says Mark Smith.

It is one minute to 7pm at the main railway station in central Hanoi. The relaxed bustle of boarding is complete, and a palpable air of expectation hangs over platform 1. An electric bell rings, the locomotive hoots impatiently. Outside each carriage door, a uniformed attendant looks nervously up and down the train, holding a lantern aloft and waiting for the off.

From the station loudspeakers, a last urgent call in staccato Vietnamese fills the warm night air. As the second hand sweeps towards the 12, the attendants step smartly up into the train, removing the numbers hung outside their carriage doors. One long blast and one short toot on the horn, a muted hiss from the brakes, and train SE1 glides gently off into the night on its 33-hour, 1,070-mile journey to Vietnam's second city, Ho Chi Minh City (Saigon).

This is the celebrated "Reunification Railway", a steel artery running the length of Vietnam. It was completed in 1936 in what was then French Indo-China, and its trains ran for 18 short years before the French pulled out and the country split into North and South. Not until 1976 did the north-south trains resume, and four or five air-conditioned trains now link Hanoi, Vinh, Hué, Da Nang, Nha Trang and Saigon every day, providing affordable and relatively comfortable transport for locals and visitors alike. Hanoi station is still visibly a French colonial building, despite its stark concrete central section, an ugly reminder of a direct hit by American bomb in December 1972.

I had last visited Vietnam more than a decade before, and as the SE1 raced the frenetic road traffic through the Hanoi suburbs, it seemed that every cyclist then now owned a motorbike, and every motorcyclist a car. Tourism has also boomed, and I was travelling in one of two privately run Livitrans sleeping-cars aimed at visitors, a cut above the SE1's regular "soft sleepers" but still only $59 (£38) for the 494 miles to Da Nang.

My shared compartment was comfortable but not luxurious, with two upper and two lower berths, clean bedding, a small table and a power socket for those vital gadgets we can't now travel without. I liberated a can of Bia Há Nôi from the passing refreshment trolley and chatted with my companions before turning in – it had been a long day and sleep came easily in my upper berth on the gently rocking train.

Next morning when I raised the blind, rural Vietnam was cantering past the window: rice paddies, water buffalo, villages and farms. A knock on the door, and our sleeper attendant brought in our Livitrans complimentary breakfast – a cup of tea and (to our wry amusement) a steaming hot, Western-style Pot Noodle.

Tea sipped, noodles slurped, and then a squeal from the brakes announced our arrival in Hué, on time at 8.02. Hué was the Vietnamese capital until 1945 and is now a highlight of most visitors' itineraries for the ancient city ruins and a boat trip on the scenic Perfume River or a tour of the old De-Militarised Zone (DMZ). Perhaps not surprisingly, the Livitrans sleeping-cars emptied here, their Western passengers dragging their roll-along suitcase down the platform as the SE1 set off again for all points south. The most spectacular part of the trip was about to begin.

An hour beyond Hué the train reached the coast, at first sprinting across a flat littoral with empty beaches and islands to seaward, an occasional house on stilts standing off shore in the blue-grey waters of the South China Sea. The brisk pace didn't last. A few miles farther south, a spur of the Annamese Mountains descends to the water's edge and forces the railway to climb and twist and turn.

Here, the SE1 slowed to an easy ramble and clambered into the hills, hugging the cliffs with the sea breaking on the rocks below. The wheels screeched in protest at each of the sharp curves as the train wound its way from cliff to jungle-covered cliff.

Did you know?

The word for 'hello' and 'goodbye' is the same in Vietnamese: 'chao'

The railway ducked under the higher peaks in a series of tunnels, each with a uniformed watchman at the tunnel mouth, standing to attention and raising a yellow flag as the train clattered by. Approaching the Hai Van Pass (meaning "Ocean Cloud Pass" in deference to the area's drifting sea-mists – I can think of no more apt name), the train struck briefly inland, clinging to the mountainside, ascending a deep and thickly wooded valley to the summit of the line. On the far side of the pass we began our descent, the train rolling faster and more easily now, past yet more bays, boats and beaches on the final approach to Da Nang, arriving just after 10.30 in Vietnam's fifth-largest city, the stopping-off point for the historic Unesco World Heritage town of Hoi An.

I broke my journey at Da Nang, returning to the station for an afternoon train to Saigon. At half past one, the pale blue carriages of the SE3 arrived from Hanoi just a few minutes late, and I settled in to my air-conditioned soft sleeper. This was a regular Vietnamese Railways car, well used and a little tatty, but comfortable enough, with four berths in each compartment, a table and that all-important socket.

An afternoon on the train made a welcome break, a chance to rest my weary sightseeing feet, catch up on my reading and plan my stay in Saigon. Lunch was a bowl of dried noodles I'd acquired from a stall at Da Nang station, brewed up on the train with free boiling water from the dispenser at the end of the corridor. As night fell, the train hustled across the endless rice paddies, a plain of irregular waterlogged squares shadowed by the darkening outline of distant hills. I bought a meal ticket for little more than £1 and half an hour later a polystyrene tray of chicken and sticky white rice arrived from the kitchen car, with chopsticks, a bottle of mineral water and a plastic cup of thick green tea that turned out to be soup. Filling enough, when washed down with a couple of the Saigon-brewed Triple 3s that had replaced the Bia Há Nôi on the refreshment trolley. After a stop at Nha Trang I fell asleep in my bunk, and at 5am next morning the SE3 pulled into Saigon.

Saigon appears on maps as Ho Chi Minh City, but the centre is still known by its traditional name, and it is "Sai Gon" not "HCMC" which is printed on your ticket and "Ga Sai Gon" which appears in large neon letters on the station. I found a taxi and headed for an old favourite, the classic Continental Hotel, an unassuming place from 1880 with high ceilings and marble floors, which features in Graham Greene's novel The Quiet American.

Saigon boasts a French colonial cathedral, post office, opera house and town hall, alongside the striking modernist architecture of the "Reunification Palace", preserved with much of its Seventies furniture intact, just as it was when the North Vietnamese tanks rolled up in 1975 at the conclusion of the "American War", as it's known in Vietnam.

Saigon makes an interesting contrast with its northern counterpart, but whether it's Hanoi or Saigon that delights you more, there's no better way between them than a ride on the Reunification Railway.

Vietnamese trains are safe and relatively comfortable, especially the “SE” numbered trains which use the more modern air-conditioned coaches. But don’t expect Swiss standards: these are regular trains intended as passenger transport rather than a deluxe tourist experience.

Soft sleepers come in shared four-berth compartments but sharing is all part of the experience. You can buy four tickets if you insist on sole occupancy. By day, you roll up the bedding and sit on the lower berths.

There are washrooms and Western-style lavatories at the end of the corridor, and on all of the trains I checked, soap and lavatory paper were provided. But never travel without spare paper and a small bottle of hand sanitiser.

Food and drink are readily available on board and usually brought to your compartment, but it’s a good idea to stock up on supplies from the various stalls at every station for a picnic on board.

There is free hot water in each car, which can be used to make noodles, tea, instant coffee or (if you bring some from home) a night-time cup of drinking chocolate.

The privately run Livitrans cars between Hanoi, Hué and Da Nang, and the similar sleepers between Hanoi and Lao Cai, are of a higher standard than the regular trains and are aimed at visitors, as long as you don’t expect showers or lounge cars with pianos.

Several windows open downwards on the corridor side of both the regular air-conditioned sleepers and the Livitrans cars for reflection-free photography, especially on the scenic section between Hué and Da Nang. Compartment-side windows don’t open, so if the coastal scenery is on the compartment side, walk to an adjacent car. But don’t lean out too far as there are tunnels and other obstructions.
