U.S. Representative Randy Forbes’s (R-Va) article in The Diplomat last month entitled “America’s Pacific Air-Sea Battle Vision” called upon Congress to support the Pentagon’s vision for Air-Sea Battle – a concept designed to improve the joint and combined ability of air and naval forces to project power in the face of anti-access and area denial challenges. More specifically, Rep. Forbes pointed out that the United States should “work to bring our allies into this effort.” Indeed, in order for the United States to effectively project power in an anti-access, area denial (A2/AD) environment, networked alliances and ad hoc coalition partnerships would be essential in making U.S. power projection in the Asia-Pacific more resilient and responsive to both the internal and external dynamics of the emerging regional security challenges.

To be sure, the United States faces a number of challenges in meeting its security commitments in the Asia-Pacific region. Beyond uncertainty, complexity, and rapid change, challenges include growing resource constraints and an increasingly assertive and capable China. At least one driver for rethinking U.S. defense strategy is the growing ability of the Chinese People’s Liberation Army (PLA) to complicate U.S. ability to project joint power and operate in the Asia-Pacific region. These emerging PLA A2/AD capabilities not only could complicate U.S. ability to operate, but also imperil regional powers’ ability to deny the PLA air superiority and command of the seas. Anti-access threats, designed to prevent an opposing force from entering an operational area, include long-range precision strike systems that could be employed against bases and moving targets at sea, such as aircraft carrier battle groups. Area denial involves shorter-range actions and capabilities designed to complicate an opposing force’s freedom of action in all domains (i.e., land, air, space, sea and cyber).

The Pentagon’s Air-Sea Battle and the Joint Operational Access Concept (JOAC) transcends pure operational and roles of services issues to include cooperation with allies and ad hoc coalition partners in the region, which is critical for ensuring the success of Air Sea Battle and assured operational access. As former Chairman, Joint Chiefs of Staff Adm. Michael Mullen said, Air-Sea Battle is “a prime example of how we need to keep breaking down stovepipes between services, between federal agencies and even between nations.” He further noted that the Services should “integrate our efforts with each other and with our civilian counterparts” and “work seamlessly with old allies and new friends.” Air Sea Battle and the broader JOAC shore up deterrence and demonstrate to U.S. allies and partners that Washington is committed and able to resist Chinese military coercion.

Addressing these challenges requires greater collaboration not only within the U.S. defense establishment, but effective leveraging of talents of allies and ad hoc coalition partners in the region. The U.S. reportedly has begun examining how to diversify defense relations with traditional allies in the region, such as Japan, South Korea, and Australia. Yet, little consideration appears to have been given to the significant role that Taiwan could play in an evolving U.S. defense strategy, including the JOAC and Air-Sea Battle. Taiwan’s future and U.S. interests in regional security are intimately related. Indeed, Taiwan is a core interest of the United States and has a pivotal role to play as an ad hoc coalition partner in Air-Sea Battle, JOAC, and the strategic rebalancing in the Asia-Pacific.

First, Taiwan should be the central guiding focus of defense planning in the Asia-Pacific region. In assessing JOAC and Air-Sea Battle-related requirements, the greatest emphasis should be placed on contingency planning for a PLA amphibious invasion of Taiwan with minimal warning. Based on a premature and faulty assumption that cross-Strait trade and investment will inevitably lead toward Taiwan’s democratic submission to Chinese Communist Party (CCP) authoritarian rule, prominent analysts have asserted that the focus of U.S. defense planning should shift toward the South China Sea and defense of the global commons.

Thứ nhất, Đài Loan nên là điểm hướng dẫn trung tâm của kế hoạch quốc phòng ở khu vực châu Á-Thái Bình Dương. While freedom of navigation is important, shifting our focus entirely over to uninhabited specks of land and access to preferred waterways for shipping therein are not as salient as defending a fellow democracy and critical node in the global economic supply chain. To be sure, Taiwan’s precarious situation shouldn’t be viewed in isolation from the South China Sea. Beyond the relative saliency of Taiwan, U.S. law under the Taiwan Relations Act stipulates that it is in the U.S. interest “to maintain the capacity of the United States to resist any resort to force or other forms of coercion that would jeopardize the security, or the social or economic system, of the people on Taiwan.” The myth that Taiwan is inevitably moving into Beijing’s orbit certainly serves CCP interests. This ostensibly self-fulfilling prophesy bears watching. Due to the inherent complications associated with an amphibious invasion, Taiwan is and will remain defendable.

China’s main strategic direction remains unchanged, however. It is Taiwan that the CCP obsesses over. Disputes with neighbors around the South China Sea can be modulated at will. On the other hand, Taiwan and its democracy present an existential threat to the CCP, and the PLA has done nothing to reduce its military posture opposite the island. In fact, its missile infrastructure has grown as new units have been put into place and more advanced ballistic missiles introduced. If strategic planners must choose between freedom of navigation in the South China Sea and defense of Taiwan as the basis of U.S. force planning, one would hope that President Obama doesn’t abandon Taiwan.

Tuy nhiên, định hướng chiến lược chủ đạo của Trung Quốc vẫn không thay đổi. Chính Đài Loan mới là nỗi ám ảnh đối với CCP. Tranh chấp với các nước láng giềng về Biển Đông có thể được điều chỉnh nếu muốn. Mặt khác, Đài Loan và nền dân chủ của họ là một mối đe dọa hiện hữu đối với CCP, và PLA chưa hề giảm nhẹ thái độ của mình đối với hòn đảo này. Taiwan as JOAC Partner

What are Taiwan’s potential contributions? For starters, Taiwan is the principle security partner in the region that is willing and able to develop the kind of force needed for networked, integrated deep interdiction operations in an A2/AD environment. Taiwan’s knowledge of single points of failure in the PLA’s air and missile defense system could someday save many lives. Maintaining Taiwan’s capacity to interdict single points of failure in the PLA’s A2/AD system could relieve the United States of part of its heavy operational burden and reduce risks of escalation. For Taiwan, sufficient self defense requires an ability to interdict and neutralize critical nodes in the PLA Second Artillery and other increasingly integrated operational systems opposite Taiwan.

Đài Loan có thể có những đóng góp gì? Taiwan is uniquely positioned to contribute to regional situational awareness of the air, space, sea and cyber domains. Peacetime air surveillance data can be fused with other sources of information to better understand PLA Air Force tactics and doctrine. Long range UHF early warning radar data could fill a gap in regional space surveillance. The Taiwanese Navy has a firm grasp of the unique undersea geography and hydrological environment of the Western Pacific Ocean. In the cyber domain, the U.S. Defense Department may tap the expertise on Taiwan, the earliest and most intense target of Chinese computer network operations. Taiwan’s geographic position and willingness to contribute to a regional common operational picture, including maritime domain awareness, air surveillance, and space surveillance and tracking, could be of significant value for both disaster response and military purposes.

Đài Loan ở một vị trí độc nhất có thể góp phần vào nhận thức chung tình hình trong khu vực về hoạt động trên không, trong không gian, trên biển và trên mạng. More care must be taken to build in firewalls to ensure potential adversaries are unable to penetrate U.S. networks through those of its allies and partners. Furthermore, releasing space-based systems to Taiwan, including broadband communications and remote sensing satellites, could contribute to broader regional situational awareness architecture not only for military purposes but also for civil disaster preparedness and response. Taiwan’s participation in regional maritime domain awareness architecture may also be worthy of consideration.

And then there’s defense industrial cooperation. The Defense Department could also consider expanding cooperative R&D with Taiwan’s Industrial Technology Research Institute (ITRI), Chungshan Institute of Science and Technology (CSIST), and/or private industry. Taiwan is a world leader in technology innovation, particularly in applied information and communications technology, which should be leveraged for mutual benefit. Isolation of CSIST, which houses a significant reserve of defense research and engineering talent, can be counterproductive.

The Executive Branch should also honor commitments made under the Bush administration to assist Taiwan in its acquisition of diesel electric submarines. Taiwan’s requirement for diesel electric submarines has been validated for island defense, and could play a critical role in interdicting amphibious ships transiting from mainland China in waters northwest and southwest of Taiwan, counter-blockade operations, and surveillance. Submarines are a credible, survivable deterrent.

In addition,the Defense Department and its Taiwanese counterparts should consider the formation of an innovative capabilities working group that could also incorporate representatives from think tanks and both countries’ defense industries. Possible focus areas might include cruise missile defense, anti-submarine warfare (ASW), multi-domain awareness, and Taiwan’s central role in the U.S. rebalancing toward Asia.

The fact is that no free and open society understands China as well as Taiwan. Unfortunately, few U.S. military officers conduct in-country training in Taiwan, and there are no known students attending Taiwan’s National Defense University (NDU) or other intermediate/senior service schools. More educational exchanges between the two defense establishments are warranted, particularly for junior and non-commissioned officers. Even as the Pentagon has actively pursued deeper and broader military-to-military relations with the PLA, the number of U.S.-Taiwanese conferences held on the PLA has dwindled.

Thực tế là không một xã hội tự do và cởi mở nào hiểu rõ Trung Quốc như Đài Loan. Thật không may là rất ít sĩ quan quân đội Mỹ tham gia hoạt động huấn luyện ở Đài Loan, và chưa từng có học viên nào theo học Đại học Quốc phòng Đài Loan (NDU) hay các trường quân sự trung/cao cấp khác. Cần thêm nhiều trao đổi giáo dục giữa các cơ sở đào tạo quốc phòng này, đặc biệt dành cho các sĩ quan trẻ và hạ sĩ quan. Political Paradox in the Taiwan Strait

A paradox currently characterizes cross-Strait relations. On the one hand, economic interdependence between the two sides reduces the likelihood of conflict. Yet because Taiwan’s democratic system of government – an alternative to mainland China’s authoritarian model – presents an existential challenge to the CCP, China continues to rely on military coercion to compel concessions on sovereignty. The objective reality of the matter is that Taiwan, under its existing Taiwanese constitutional framework, exists as an independent sovereign state. Until the CCP renounces the use of force to resolve political differences in the Taiwan Strait, as well as substantially reduces its military posture against Taiwan, America should deepen and broaden defense relations with Taiwan. Acknowledging Taiwan’s pivotal role in the U.S. rebalancing strategy in the Asia-Pacific region would be a proper starting point.

Nghịch lý chính trị ở Eo biển Đài Loan

Hiện có một nghịch lý đặc trưng cho quan hệ xuyên eo biển Đài Loan (tức là quan hệ Trung Quốc-Đài Loan – ND). Một mặt, sự độc lập về kinh tế giữa hai bên làm giảm nguy cơ xung đột. Taiwan, for its part – with foreign assistance as needed – could implement cost effective solutions to meet the world’s most stressing military challenge, and could be viewed as a transformational test bed for others to emulate. Taiwan’s defense could play a role in fostering innovation and developing new operational concepts. Taiwan faces the most stressing military challenge in the world – if selected operational problems could be solved for Taiwan (e.g., integrated air/missile defense and ASW), they could be resolved everywhere.

Về phần mình, Đài Loan – với sự trợ giúp từ nước ngoài ở mức họ cần – có thể tiến hành các giải pháp chi phí thấp để đối chọi lại với thách thức quân sự phức tạp nhất thế giới hiện nay, và có thể được xem là một môi trường thử nghiệm nhiều thay đổi để những nước khác cạnh tranh. At the same time, Taiwan and the U.S. may find mutually beneficial ways to integrate their efforts including in defense-related R&D and low cost, high quality electronic components that could reduce costs for U.S. weapon systems. Taiwan is one of the largest U.S. Foreign Military Sales (FMS) customers in the world, and industrial and technological cooperation has been limited to date. Arms sales contribute to the Air-Sea Battle through the promotion of combined interoperability and cost savings to U.S. Air Force and Navy via larger production runs and economies of scale. Also, at least in theory, the more Taiwan does the less that will be required of U.S. armed forces. However, the relative weight granted to arms sales through FMS channels implies a patron-client relationship. Rebalancing U.S.-Taiwan defense relations into a true partnership would likely be more sustainable.

As Taiwan attempts to become more self-reliant in its defense, and as the U.S. considers Air-Sea Battle concepts, development of cutting-edge technology is critical, as is a sound economy from which resources can be drawn for force modernization, manpower, and readiness. One underlying goal of Air-Sea Battle is doing more with less in an era of budgetary constraints. Along these lines, an initiative also could include options for enhancing U.S.-Taiwan defense industrial cooperative in a way that could provide cost effective and advanced defense articles as well as benefiting Taiwan’s industrial base and U.S. requirements. Among other concepts, a preliminary assessment could focus on how to better leverage Taiwan’s innovativeness in cost effective information and communications technology (ICT) design, research and development, and production. Also warranted could be potential cooperative weapon systems development programs, such as small diesel electric submarines and cost effective short take off and landing aircraft.

Among the states in the Asia-Pacific region, Taiwan has the greatest interest in the success of Air-Sea Battle. U.S. defense policy is designed to counter China’s strategy of raising the cost of U.S. power-projection operations in the Western Pacific to prohibitive levels, thereby deterring any American effort to meet its defense obligations to allies and friends in the region, including Taiwan. As one key report by the Center for Strategic and Budgetary Analysis assessment notes, Air-Sea Battle must account for geostrategic factors, such as U.S. treaty and legal obligations to defend formal allies and friends in the region. Even more importantly, the report stresses: “AirSea Battle is not a U.S.-only concept. Allies such as Japan and Australia, and possibly others, must play important enabling roles in sustaining a stable military balance.” Among all potential coalition partners, none is potentially as important as Taiwan.

China would know that climbing the greasy pole of global power politics isn't easy. Rivals play rough. But China couldn't have expected to see Russia among them.

Trung Quốc phải biết rằng trèo cột mỡ lên vị trí một cực quyền lực của nền chính trị toàn cầu không phải việc dễ dàng. Các đối thủ đều chơi rất rắn. Nhưng có lẽ Trung Quốc đã không nghĩ là có Nga trong số đối thủ đó.

The backdrop is poignant. Russia-China strategic coordination has touched a high level. Beijing has been joyful about the prospect of Vladimir Putin returning to the Kremlin as president in early May after a spell as premier. Beijing sees Putin as the best thing that ever happened to "post-Soviet" Russia. Maybe it was sheer naivety, or brilliant guile, but China preferred to see Putin as a one-dimensional figure consumed by a hatred of the West. Beijing saw a dark Western conspiracy to discredit him as he reclaimed power in the Kremlin.

Therefore, Russian natural gas company Gazprom's announcement on April 6 that it had signed a deal to take a minority stake in the development of two gas projects off the coast of Vietnam would have a Shakespearean touch about it - Et tu, Brute?

The Gazprom deal was certainly Putin's decision. Gazprom will explore two licensed blocks in the Vietnamese continental shelf in the South China Sea. It takes a 49% stake in the offshore blocks, which hold an estimated 1.9 trillion cubic feet of natural gas and more than 25 million tons of gas condensate.

Thỏa thuận của Gazprom chắc chắn là quyết định của Putin. Gazprom sẽ thăm dò hai lô được cấp phép trong thềm lục địa Việt Nam ở Biển Đông (nguyên văn: biển Hoa Nam). Họ có cổ phần 49%. Hai lô này có trữ lượng ước tính là 1,9 nghìn tỷ feet khối khí tự nhiên và hơn 25 triệu tấn khí hóa lỏng (gas condensate).

Beijing is apparently taken aback. Chinese Foreign Ministry spokesman Liu Weimin was guarded in his response: "China hoped companies from countries outside the South China Sea region would respect and support efforts by directly concerned parties in resolving disputes through bilateral negotiations."

Bắc Kinh có vẻ như bị sốc nặng. Phát ngôn viên Bộ Ngoại giao Trung Quốc Lưu Vi Dân (Liu Weimin) thủ thế khi đưa ra phản ứng: “Trung Quốc hy vọng các công ty của những nước nằm ngoài khu vực biển Hoa Nam sẽ tôn trọng và ủng hộ mọi nỗ lực của các bên liên quan trực tiếp, nhằm giải quyết tranh chấp thông qua đàm phán song phương”.

Beijing was left guessing as the bear waded into the choppy waters of the South China Sea. True, the two exploration blocks are within Vietnam's waters and for Gazprom it is a lucrative business deal. But Gazprom is a state-owned company and is widely regarded as one of Russia's "geopolitical tools".

Khi con gấu Nga bắt đầu lội vào vùng nước động của Biển Đông, Bắc Kinh bắt đầu buộc phải suy đoán. Quả vậy, hai lô Nga thăm dò đều nằm trong vùng biển của Việt Nam, và đối với Gazprom thì đây là một hợp đồng làm ăn béo bở. Nhưng Gazprom là công ty quốc doanh và nói chung được xem như một trong các “công cụ địa chính trị” của Nga.

Chinese commentaries have signaled that Beijing doubts Moscow's intentions. The Global Times pointed out:

Vietnam and the Philippines are both trying to seek help from countries outside the region, making the bilateral negotiations into a multilateral confrontation. China cannot be too cautious about any other superpower involvement in the South China Sea region. Russia should not send any wrong or ambiguous signals about the South China Sea. It will not only make the dispute even more difficult to settle for China, but also raises doubts about Russia's real intentions behind the gas deal.

Cả Việt Nam và Philippines đều đang ra sức tìm kiếm sự giúp đỡ của các nước nằm ngoài khu vực, biến việc đàm phán song phương thành đối đầu đa phương. Trung Quốc, nếu phải thận trọng quá vì bất cứ siêu cường nào khác có dính líu vào khu vực, thì cũng không có gì sai. Nga không nên gửi đi bất kỳ tín hiệu sai lệch hoặc nước đôi nào về biển Hoa Nam. Điều ấy sẽ không chỉ làm cho Trung Quốc khó giải quyết tranh chấp hơn, mà còn làm tăng thêm những mối nghi ngờ về ý định thực sự của Nga đằng sau hợp đồng khí đốt này.

Besides, Gazprom's gas deal is not a flash in the pan. Russia is systematically rebuilding its Soviet-era ties with Vietnam (which tapped into shared antipathies toward China), especially since 2009 when Putin told his Vietnamese counterpart Nguyen Tan Dung that the relationship had assumed "strategic significance".

Ngoài ra, hợp đồng khí đốt của Gazprom không phải chỉ là chuyện “một phút huy hoàng rồi chợt tắt” (nguyên văn: not a flash in the pan – nghĩa là “không phải là một khoảnh khắc chớp nhoáng – ND). Nga đang tái thiết một cách có hệ thống mối quan hệ thời Xô Viết họ từng có với Việt Nam (nước này đã rơi vào tình trạng có chung mối ác cảm của Nga đối với Trung Quốc), đặc biệt kể từ năm 2009 khi Putin nói với người đồng nhiệm Việt Nam là ông Nguyễn Tấn Dũng rằng mối bang giao hai nước có “tầm quan trọng chiến lược”.

Moving eastward

Moscow has given an US$8 billion loan for the construction of Vietnam's first nuclear power plant. Russia is Vietnam's most important source of advanced weapon technology. And the weapons systems include the SS-N-25 Switchblade/Kh-35 Uransubsonic anti-ship missile, the Ka-27 naval helicopter, the SU-30 MK multi-role fighter aircraft, upgraded Kilo Class attack submarines, Gepard Class Corvettes, the Molnia/Project 12418 fast attack craft packed with Moskit/SS-N-22 Sunburn supersonic anti-ship missiles, Svetlyak export class patrol boats (originally developed for the KGB's border guards) equipped with anti-aircraft missiles, and so on - all of which help boost Vietnam's capability to defy China.

Matxcơva đã cấp một khoản vay trị giá 8 tỷ USD cho Việt Nam xây dựng nhà máy điện hạt nhân đầu tiên. Nga vốn dĩ là nguồn công nghệ vũ khí cao cấp quan trọng nhất của Việt Nam. Russian Defense Minister Anatoly Serdyukov has promised Moscow's help for Vietnam to build a submarine base for its Kilos, a loan to help Hanoi buy rescue and auxiliary vessels from Russia and planes for Vietnam's navy as well as build a ship repair yard that will also service visiting Russian navy ships.

Bộ trưởng Quốc phòng Nga Anatoly Serdyukov đã hứa rằng Matxcơva sẽ giúp Việt Nam xây một căn cứ tàu ngầm cho các tàu lớp Kilo của họ, hứa cấp một khoản vay giúp Hà Nội mua tàu cứu hộ phụ trợ từ Nga, mua máy bay cho hải quân Việt Nam, cũng như xây một bãi sửa chữa tàu – nơi này cũng sẽ phục vụ cả các tàu hải quân Nga ghé qua.

Moscow hopes to regain access to its Soviet-era military base in Camh Ran Bay. An editorial in the Chinese daily The Global Times last week said:

Matxcơva hy vọng có thể lấy lại quyền ra vào khu căn cứ quân sự thời Xô Viết ở vịnh Cam Ranh. Một bài xã luận trên tờ Hoàn Cầu của Trung Quốc hồi tuần trước có viết:

All the cooperation ... goes beyond economic interests and is chiefly related to political and security concerns. That is the main consideration of Russia when developing the strategic relationship with Vietnam. The importance of the South China Sea [for Russia] depends not only on the abundant resources but also its strategic significance, where the Russian strategic foresight lies. With the economy recovering and military reform advancing, Russia has begun to move eastward.

Tất cả các hoạt động hợp tác… đều vượt ra ngoài chuyện lợi ích kinh tế và nói chung đều có liên quan tới những mối lo ngại về an ninh và chính trị. Đây là điều chủ yếu mà Nga cân nhắc khi phát triển quan hệ chiến lược với Việt Nam. Tầm quan trọng của biển Hoa Nam [đối với Nga] phụ thuộc không chỉ vào nguồn tài nguyên phong phú mà còn vào ý nghĩa chiến lược của vùng biển này, nơi Nga đặt tầm nhìn chiến lược. Với việc nền kinh tế đang phục hồi và cải cách quân sự được đẩy mạnh, Nga đã bắt đầu tiến về phía đông.

Vietnam is definitely the springboard ... In essence, Russia standing behind Vietnam is not that different from the US, which is coveting the South China Sea [from] behind the Philippines.

Việt Nam dứt khoát là bàn đạp… Về bản chất, Nga đứng sau Việt Nam thì cũng không khác gì Mỹ, đất nước đang đứng sau Philippines mà thèm khát biển Hoa Nam.

The editorial foresees that Russia's forays will begin to grate on China's vital interests once Russian military prowess is fully restored. What could China possibly do? The editorial says, "China must improve its own strength and seek as many common interests as possible with Russia. National strength is the premise and assurance for a mutually respectful relationship, and within the constraint of common interests, Russia could be cautious in any decisions related to China."

Bài xã luận dự báo rằng sự đột nhập của Nga vào Biển Đông sẽ bắt đầu động chạm tới các lợi ích sống còn của Trung Quốc một khi năng lực quân sự của Nga được phục hồi đầy đủ. Vậy Trung Quốc có thể làm gì được? Bài xã luận viết: “Trung Quốc phải tăng cường sức mạnh của chính mình và tìm kiếm càng nhiều càng tốt lợi ích chung với Nga. Sức mạnh dân tộc là cơ sở và là sự bảo đảm cho một mối quan hệ tôn trọng lẫn nhau, và trong khuôn khổ các lợi ích chung, Nga có thể sẽ thận trọng hơn với bất kỳ quyết định nào liên quan tới Trung Quốc”.

The common wisdom is that Russia is nervous about "rising China" - about becoming its raw-material appendage, about the demographic imbalance in Siberia and the Far East, and so on. Instead, how about a China feeling insecure about Russia's surge in the Asia-Pacific and a Russian-American entente cordiale at some point?

Quan điểm phổ biến là Nga lo sợ về “một nước Trung Hoa đang trỗi dậy” – về khả năng trở thành nước thứ yếu về nguyên liệu thô, về sự mất cân đối dân số ở Siberia và Viễn Đông, vân vân. Nhưng ngược lại, Trung Quốc có lúc nào đó cảm thấy bất an về sự nổi lên của Nga ở châu Á-Thái Bình Dương và một hiệp ước thân thiện Nga-Mỹ không?

Indeed, influential voices in the US strategic community like former National Security Advisor Zbigniew Brzezinski argue that the US should "welcome into the West" the democratizing Russia and in turn aspire to play the role of a "regional balancer and conciliator" in Asia. He wrote in Foreign Affairs magazine recently:

Quả thật, những tiếng nói có ảnh hưởng trong cộng đồng xây dựng chiến lược ở Mỹ, như cựu Cố vấn An ninh Quốc gia Zbigniew Brzezinski, đã lập luận rằng Mỹ nên “chào mừng bạn đã tới phương Tây” với một nước Nga đang dân chủ hóa, và bản thân Mỹ cũng nên thiết tha với vai trò làm “một nhà hòa giải, thiết lập cân bằng khu vực” ở châu Á. Gần đây ông Brzezinski viết trên tạp chí Đối ngoại (Foreign Affairs):

It is not unrealistic to imagine a larger configuration of the West emerging after 2025. In the course of the next several decades, Russia could embark on a comprehensive law-based democratic transformation compatible with both EU [European Union] and NATO [North Atlantic Treaty Organization] standards ... [Russians] would then be on their way to integration with the transatlantic community. But even before that occurs, a deepening geopolitical community of interest could arise among the US, Europe (including Turkey) and Russia.

Whether a genuine US-Russia concord is possible during Putin's presidency remains a debatable point. However, China also worries that there are Moscow elites who are wedded to "Atlanticism". Arguably, as Brzezinski said in an interview recently, "It's 2012, not the mid-1970s" and Russia and the US are not the enemies they once were; their current ties form a "mixed relationship" - a combination of practicality, antagonism and indifference. They may have political differences over Syria or Iran but they have just as many shared national security interests, which could one day include "rising China".

There is indeed a "residual resentment" in the Russian psyche - as Brzezinski put it. But US President Barack Obama intends to work on it if he gets re-elected. Obama was overheard recently on the sidelines of the a nuclear security summit in Seoul seeking Russian President Dmitry Medvedev's help to convey to Putin that he needs "space" until the November presidential election gets over to deal with missile defense (ABM - anti-ballistc missiles) and other discords in the US-Russia reset.

Moscow has since piped down its rhetoric on the ABM dispute with the US. On the other hand, China has stepped up its criticism of the US's ABM program. Luo Zhaohui, director general of the department of Asian Affairs in the Chinese Foreign Ministry, told the People's Daily on Wednesday that the deployment of the ABM system in the Asia-Pacific would have a "negative effect on global and regional strategic stability, and go against the security needs" of the countries in the region.

Therefore, Gazprom's deal with Vietnam comes as a reality check to Beijing as regards Russian intentions. The Global Times editorial's caption says it all - "Putin looks to Soviet past in South China Sea strategy." The editorial was fairly blunt: "Russia's intentions and activities deserve attention. China must clarify Russia's strategic intentions in the South China Sea. In fact, over the past decades, Russia's attention has never moved away from the region and its has a vested interest in the area."

These Chinese articles appeared on the eve of a visit by Foreign Minister Yang Jiechi on Friday to Moscow, where he met his Russian counterpart Sergey Lavrov and possibly raised the issue of Gazprom's dealings in the South China Sea. Interestingly, on Friday, Jiechi also telephonically spoke with his US counterpart, Hillary Clinton, to convey China's "willingness to cooperate closely" with the US in efforts to reach an early political solution to the crisis in Syria.

Did Yang hint at course correction on Syria? It's hard to say. Beijing did go out on a limb to support Russia's line - which is based on Russia's specific interests in Syria - and put at risk its expanding ties with petrodollar Gulf monarchies. Such enthusiasm was probably unwarranted, as the raging storms that lie beneath the "comprehensive strategic partnership of coordination" between China and Russia would suggest.

The South China Sea: Troubled Waters - Biển Đông: Vùng nước dữ.


Bordered by ten nations and including some of the world's most important shipping lanes and fisheries, the South China Sea is a vital region. Critically important mineral resources, including oil, are thought to be there in large quantities as well. The Chinese have long laid claim to nearly the entire South China Sea. That claim is contested by many nations and in some instances the conflict has turned violent. This summer the United States entered the fray.

In July, U.S. Secretary of State Hillary Clinton said, "The United States has a national interest in freedom of navigation, open access to Asia's maritime commons, and respect for international law in the South China Sea." This comment, made at a meeting of the Association of Southeast Asian Nations' (ASEAN) regional forum held in Hanoi, triggered a vigorous response from Chinese authorities.

Chinese authorities argue that they and other nations in the region can work out their differences on a bilateral, nation to nation basis. They say that the U.S. is intruding into the discussion and attempting to make rights and use of the South China Sea an international issue. As Chinese Foreign Minister Yang Jiechi put it, "What will be the consequences to if this issue is turned into an international or multilateral one? It will only make matters worse and the resolution more difficult."






MIKE CHINOY, Narrator: Could the navies of the United States and China be headed toward a show-down in the South China Sea? That’s the worse-case scenario but it’s not impossible. The reason, long-standing disputes between China and its Southeast Asia neighbors over control of the sea, have suddenly become a new source of tension between Washington and Beijing. Look at any Chinese map of the region. Almost all the waters of the South China Sea, nearly a million square miles and believed to contain vast underwater deposits of oil and natural gas, are marked as China’s maritime territory. According to Beijing, it’s a claim rooted in Chinese history.

SHEN DINGLI, Fudan University, Shanghai: For China, we say our ancestors used to occupy these islands. So I have this book to show. Look, and my fishermen used to use islands to avoid the typhoons. It’s all recorded. And there are so many vessels unearthed that carry Chinese porcelain. It’s not Vietnam’s porcelain. So we consider that a thousand years ago, these people already used this sea lane of communication for China’s interests. Therefore, the ancestors of them have the right to claim.

Mike Chinoy: But the South China Sea is also bordered by Vietnam, Taiwan, the Philippines, Brunei, Malaysia, Indonesia, Cambodia, and most of them have their own territorial claims and for similar reasons. Not only the potentially rich natural resources, but the fact that a third of the world’s trade and much of Asia’s oil, pass through its sea lanes.

XIE TAO, Beijing Foreign Studies University: That area, why is China claiming sovereignty and some other countries are competing for sovereignty is because of the energy supply, potential energy supply.

MIKE CHINOY: Over the years, these rival claims have led to numerous clashes between China and Vietnam, China and the Philippines, Taiwan and the Vietnam, Vietnam and the Philippines, the Philippines and Malaysia. Despite its large naval presence in the Western Pacific, the United States has never taken sides in these disputes. Indeed, the South China Sea has been low on Washington’s list of Asian concerns.

But all that changed in July. Although still officially not taking sides, at an Asian regional forum in Vietnam, Secretary of State Hilary Clinton declared that the U.S. had a “national interest” in maintaining freedom of navigation in the area, in seeing disputes resolved in a “collaborative diplomatic process without coercion”, and Washington was opposed to “the use or threat of force by any party”.

DAN LYNCH, University of Southern California: What’s really astonishing about it, the statement itself sounds benign. It just sounds like a personal reasonable, responsible position that any state could take. What that implies is that the United States contests and will potentially seek to block China’s claim-the realization of China’s claim over the South China Seas. If you read between the lines, it was a sharp rebuke to China’s position and I’m sure that’s how it was read in Beijing.

MIKE CHINOY: China’s reaction was swift and angry.

CCTV ANCHOR: A defense ministry official says China has indisputable sovereignty over islands in the South China Sea and the surrounding waters.

SENIOR COLONEL GENG YANSHENG: We oppose the internationalization of the South China Sea issue.

MIKE CHINOY: An editorial in the Global Times, published by the communist party mouthpiece People’s Daily, was even tougher, warning that quote China will never waive its right to protect its core interest with military means.

Indeed, it was China’s use of the term “core interest” to describe the South China Sea that was a key factor in Washington’s new, tougher approach.

DAN LYNCH: In the spring, Chinese officials in conversations with American officials announced that the South China Sea was now a core interest of China along the lines of Taiwan, Tibet, and Xinjiang, completely unnegotiable claim to sovereignty. China’s long-time claimed the South China Sea, but they had never elevated it before to a core national interest. You know you think of core national interest usually implies this is something we will fight for.

MIKE CHINOY: These comments followed what the U.S. saw as increasingly muscular moves in the South China Sea. These included China’s detention of Vietnamese fishermen in the disputed waters, warnings to U.S. oil companies not to engage in joint South China Sea exploration deals with other nations, and a Sino-American naval confrontation in the spring of 2009. Chinese vessels coming within just a few yards of the US navy surveillance ship, the Impeccable.

Beijing’s justification for harassing the Impeccable was that-in addition to sovereignty over most of the South China Sea, China has a 200 mile exclusive economic zone that extends from any land feature bordering the sea.

BONNIE GLASER, Center For Strategic and International Studies: There is a dispute about what kind of activities countries can have in their exclusive economic zone. From the Chinese point of view, military activities that are harmful to the country that claims that EEZ should not be allowed. From the U.S. point of view, the activities that can be conducted in an EEZ include military activities.

SHEN DINGLI: China’s argument is that U.S. Pentagon ships, even unarmed ships, even a military surveyor, inside the Chinese EEZ constitute not innocence, constitute a harm because it’s military. Why you make such a mapping of the sea bed in my economic zone. So China considers it I have a right to deny.

MIKE CHINOY: Beijing’s assertiveness was coupled with intense pressure on Southeast Asian nations to negotiate their differences with China bilaterally…where, of course, China, given its size and clout, would have a significant advantage.

XIE TAO: The assumption is that because you are so big, and the other side is so small, if you do bilateral, that means you are engaging unfair negotiations. So I think the South China Sea is becoming a sensitive spot today precisely because so many countries there are getting very uneasy about China’s presence.

MIKE CHINOY: China’s new attitude was coupled with a growing sense in Beijing of Chinese strength-and deepening American weakness.

SHEN DINGLI: When we grow more strong, why we have to be more subordinate, obedient to America. For China, we are getting more power, yes. We can more assert our rights.

BONNIE GLASER: In the aftermath of the financial crisis, there were some judgments in Beijing that the United States was weakened, distracted by Iraq and Afghanistan, and that this gave China more running room. China emerged from the financial crisis relatively unscathed and I do think there were some people in China who saw this as an opportunity to try to exert China’s influence and perhaps further, even weaken, U.S. influence in the region.

MIKE CHINOY: Under the circumstances, Vietnam and several other members of the Association of Southeast Asian Nations-ASEAN-urged the Obama Administration to adopt a tougher line…something Washington was ready to do precisely to counter the impression of weakness.

BONNIE GLASER: The Obama administration, I think, realized that China had drawn this conclusion and was worried about the potential for miscalculation as a result of this judgment. And therefore, I do think that there has been a concerted judgment and decision in Washington to ensure that China understands that we are present in the Asia-Pacific region, we are not weaker, we are not distracted.

MIKE CHINOY: Indeed, Secretary of State Clinton’s declaration in Hanoi also coincided with joint U.S.-South Korean military exercises off the Korean Coast. Although aimed at deterring North Korea, an angry Beijing saw them as yet another example of American muscle-flexing in waters so close to China.

QIN GANG, Chinese Foreign Ministry Spokesman: We firmly oppose any foreign warships and airplanes to conduct activities undermining China’s security interests in the Yellow Sea and any other close Chinese waters.

MIKE CHINOY: Taken together, the U.S. moves fueled a sense among many Chinese that Washington is trying to block China’s rise.

XIE TAO: I think this is a widespread concern. I think if you interview some of these military top brash that they would lambaste the United States for another imperialistic design against China. You know, they are trying to encircle China. They are trying to suffocate China. It’s strategic space.

DAN LYNCH: The United States is trying to shape China’s rise. It’s certainly trying to shape and constrain China’s rise so that it rises into one kind of power not another and especially a power I think that continues to respect and acknowledge American supremacy, American leadership, globally. That’s what it looks like the United States wants from a rising China and that’s what it looks like Chinese elites now at least want to contest.

MIKE CHINOY: In both Washington and Beijing, domestic politics limit the ability of either government to back down. President Obama can’t risk being accused of being “soft” on China. His Chinese counterparts have the same problem.

XIE TAO, Beijing Foreign Studies University: This has been a position of the Chinese government since 1949. So say, in the time of Chairman Mao, the central government says “We claim sovereignty over these islands.” And today, any leadership, if you come in and say “I think we probably need to give away that kind of sovereignty,” no leadership can do this.

BONNIE GLASER: This is a very complex relationship that needs to be managed very carefully on both sides. I think it’s important for both of our countries, the United States and China, to be very realistic and understand that we do have areas of interest that clash.

MIKE CHINOY: To a worryingly long list of divergent interests troubling US-China relations therefore-a new one can now be added-how to handle a potentially volatile conflict over the South China sea. I’m Mike Chinoy.
