The United States, Japan, and the European Union—the three
key consumers of Chinese rare earth materials—formally complained to the
World Trade Organization (WTO) in March about Chinese restrictions on its
rare earth exports. Several weeks later, China announced the establishment of
a 150-plus member association with the official aim of promoting sustainable
development within this sector. Some analysts wonder if this is part of a
Chinese plan to circumvent international complaints by instituting an
oligopolistic arrangement to control its rare earth exports. Others ask if this
could be another step in an escalating dispute with China over the global
supply of rare earth materials.

Mỹ, Nhật Bản và Liên minh châu Âu – ba nhà tiêu thụ chính
nguyên liệu đất hiếm của Trung Quốc – đã chính thức khiếu nại lên Tổ chức
Thương mại Thế giới (WTO) hồi tháng Ba về việc Trung Quốc hạn chế xuất khẩu
đất hiếm. Mấy tuần sau đó, Trung Quốc thông báo cho WTO về mục tiêu thúc đẩy
phát triển bền vững trong ngành này. Một số nhà phân tích nghi ngờ liệu đây
có phải là một phần trong kế hoạch của Trung Quốc nhằm phá vỡ các khiếu nại
của quốc tế bằng việc đề ra một thỏa thuận có tính chất độc quyền nhằm kiểm

The creation of an industry association should not come as
a surprise. This development is consistent with China’s on-going efforts to
consolidate its domestic rare earth industry, which has been riddled with
environmental degradation and illegal mining. The traditional rare earth
production process in China uses toxic acid for refining, and the presence of
radioactive materials like thorium in rare earth mines poses dangers to
miners. Essentially, increasing scrutiny and enforcement of environmental
standards in rare earth production processes in the late 1980s drove costs
too high for most mines outside of China to stay in business.

Việc lập ra một hiệp hội công nghiệp không nên coi là điều
đáng ngạc nhiên. Động thái này phù hợp với các nỗ lực đang diễn ra của Trung
Quốc nhằm củng cố ngành đất hiếm ở trong nước, vốn đi cùng với sự xuống cấp
về môi trường và khai thác bất hợp pháp. Quy trình sản xuất đất hiếm truyền
thống ở Trung Quốc sử dụng axít độc hại để lọc, và sự hiện diện của các

Although rare earths—a set of seventeen elements in the
periodic table and key ingredients in many high-tech products like smart
phones, hybrid car batteries, and laser targeting systems on military applications—are
not rare, China currently accounts for over 90 percent of global supply. As
Chinese society has become more aware of the environmental consequences
associated with its rapid economic development—and the rare earth sector
being only one of the micro-universes therein—it has introduced a series of
measures to address negative conditions in the industry. For example, the
country instituted a rare earth production quota in 2001, followed by an
export quota in the mid-2000s.

Mặc dù đất hiếm – loại nguyên liệu gồm; 17 nguyên tố và là
thành phần chủ chốt trong nhiều sản phâm công nghệ cao như điện thoại di động
thông minh, pin chạy ôtô hybrid, hệ thống lade dùng trong quân sự – không
phải là hiếm, Trung Quốc hiện chiếm 90% nguồn cung toàn cầu. Khi xã hội Trung
Quốc có ý thức hơn về các hậu quả môi trường do phát triển kinh tế nhanh

The export quotas during the early years generally met
global demand. However, China began tightening its export quota in the late
2000s, leading to steep price hikes for some rare earths in early 2010.
China’s dominance on global rare earth supplies and its prevailing influence
on price levels were further underscored in fall 2010, when the temporary
halt of Japan-bound Chinese rare earth exports followed a territorial dispute
between Tokyo and Beijing over what Japan calls the Senkaku Islands and China
refers to as the Diaoyu Islands in the East China Sea.

The US decision to take the case to the WTO comes after
years of close examination and American business complaints about Chinese
practices in this industry. Washington has concluded that China’s restrictive
export policies artificially raise prices for producers outside of China,
leading to unfair advantages for domestic Chinese producers. Washington has
also pointed to the pressure such export restraints exert upon producers from
the United States and others to move their operations and technologies to
China.

Quyết định của Mỹ đưa vụ việc ra WTO diễn ra sau nhiều năm
xem xét và những phàn nàn của doanh nghiệp Mỹ về cách hành xử của Trung Quốc
trong ngành này. Oasinhtơn đã kết luận rằng chính sách hạn chế xuất khẩu của
Trung Quốc là cố tình làm tăng giá đối với các nhà sản xuất bên ngoài Trung
Quốc, dẫn tới các lợi thế không công bằng dành cho các nhà sản xuất nội địa
của nước này. Oasinhtơn cũng chỉ ra sức ép mà các hạn chế xuất khẩu này tạo

The WTO filing in March initiated a period of
consultations among the parties concerned to seek a solution to the dispute.
If the consultation process fails, the dispute may be referred to a WTO panel
for ruling—a process that can take several years. The filing over Chinese
rare earth policies follows a WTO ruling earlier this year in favor of the
European Union, the United States and Mexico, which challenged Chinese export
practices over other raw materials like bauxite, magnesium and zinc.

Chinese rebuttals will most likely center on the environmental
degradation argument as the WTO allows for export restrictions on
environmental and health grounds. China will also likely stress that their
restrictive policies constitute measures “relating to the conservation of
exhaustible natural resources.”

However, the United States and its fellow complainants
will most likely counter-argue that the Chinese rare earth production quota
has been on an upward trend, while the export quota has been on a downward
trend since the late 2000s.

Regardless of how the proceedings unfold, it is unclear if
a WTO ruling favorable to the complainant countries would necessarily ensure
the secure supply of these materials in the global marketplace. By the time
the ruling might be issued—if the case is referred to a WTO panel—two or
three years could have passed, and many of the production capacities outside
China would be nearing the operational stage.

chưa rõ liệu một phán quyết của WTO ủng hộ các nước khởi kiện có chắc chắn

Also, some industry analysts point out that China may
become a net importer of rare earths by the middle of this decade. Therefore,
the utmost value of the WTO process may pertain to the international effort
to continue to encourage China to respect and adhere to the rule of law in
international transactions.

thể trở thành nước nhập khẩu đất hiếm vào giữa thập kỷ này. Do vậy, giá trị

Many foreign entities that utilize rare earth materials in
their supply chain have been aware of their dependence upon China for these
products for some years. Since China severely reduced the export quota in
2010, these foreign consumers have accelerated efforts to diversify their
supply outside of China.
|
Nhiều chủ thể nước ngoài sử dụng đất hiếm trong chuỗi cung
ứng của mình đã ý thức được sự phụ thuộc của họ vào Trung Quốc đối với các
sản phẩm này từ nhiều năm nay. Kể từ khi Trung Quốc giảm đáng kể hạn ngạch

Non-Chinese mines with strong prospects for commercial
extractions include those in Australia, Brazil, Canada, and the United
States. Additional efforts by the foreign consumers include developing
technologies that reduce the amount of rare earths needed in the
manufacturing process, or utilizing alternatives to rare earth materials.

khai thác đất hiếm phục vụ thương mại có Ôxtrâylia, Braxin, Canađa và Mỹ. Các

The recent Chinese industry consolidation may not be a
welcome development as it will most likely increase the price of many rare
earth materials. However, it is probably too short-sighted to view this move
as a simple measure to side-step international
complaints about China’s restrictive export policies on
rare earth materials. In reality, the consolidation likely has multiple
objectives, such as to demonstrate to the Chinese public an effort to both
curb pollution and eradicate illegal mining, to ensure an adequate level of
supply to domestic consumers, and to encourage higher value exports—if the
consolidation leads to an in-flow of foreign rare earth processors to
China. It would be neither easy nor particularly
meaningful to determine which factor is most dominant.

Việc củng cố ngành đất hiếm của Trung Quốc gần đây có thể
không phải là động thái được hoan nghênh vì nó sẽ làm tăng giá sản phẩm này.
Tuy nhiên, có thể là quá hạn hẹp nếu coi đây chỉ là một biện pháp đơn giản
nhằm đối phó với các đơn khiếu kiện của quốc tế về các chính sách hạn chế
xuất khẩu của Trung Quốc. Trên thực tế, việc củng cố ngành này có thể có

Meanwhile, the current rare earth contention should serve
as a reminder of the fundamental importance of supply diversification, and
the enduring value that research and development plays in meeting many of the
energy and resource related challenges society faces today.

The case of Chen Guangcheng has exposed how fragile the
Chinese Communist Party’s control may be. The incompetence of its repressive
apparatus has been exposed.

Vụ ông Trần Quang Thành đã phơi bày sự kiểm soát yếu kém của
Đảng Cộng sản Trung Quốc. Sự kém cỏi của bộ máy đàn áp của nước này đã bộc lộ.
|
The drama of Chen Guangcheng, the blind self-taught lawyer
who made a daring escape from his captors in his home village in Shandong to
the American Embassy in Beijing this month, has almost certainly earned its
place in Chinese history. Future
generations will likely compare Chen to the lone student who stood in front
of a tank in Tiananmen Square on June 4, 1989. It’s doubtful whether a more
inspiring film script could have been written that would do justice to the
courage and defiance embodied by Chen’s story.

Câu chuyện ly kỳ về ông Trần Quang Thành, một luật sư mù
tự học, đã trốn thoát một cách táo bạo khỏi những kẻ giam giữ ông tại ngôi
nhà ở một ngôi làng thuộc tỉnh Sơn Đông, để tới Đại Sứ quán Mỹ ở Bắc Kinh
trong tháng này, gần như chắc chắn để lại dấu ấn trong lịch sử Trung Quốc.

The apparent agreement between Beijing and Washington to
allow Chen to go to the United States as a visiting scholar in the very near
future may have put an end to this heart-wrenching episode for now, but the
fallout from this event, both for Chinese diplomacy and the ruling Communist
Party’s ability to maintain control in an increasingly volatile political
environment, will be significant and lasting.
|
Thỏa thuận rõ ràng giữa Bắc Kinh và Washington cho phép
ông Trần đến Hoa Kỳ với tư cách là một sinh viên được cấp học bổng du học
trong một tương lai không xa, có thể đặt dấu chấm hết cho câu chuyện cảm động

On the diplomatic front, the relative flexibility
demonstrated by Beijing in handling this crisis has definitely prevented an
even more damaging outcome. The
all-important U.S.-China relationship was spared another body blow.

Trên mặt trận ngoại giao, sự mềm mỏng tương đối của Bắc
Kinh thể hiện qua việc xử lý cuộc khủng hoảng này chắc chắn đã ngăn chặn một
kết quả thậm chí còn nguy hiểm hơn. Mối quan hệ rất quan trọng giữa Mỹ và
Trung Quốc đã ngăn chặn một đòn đánh sinh tử khác.

Yet, Beijing should find no cause for cheer. The damage
done to the Chinese government’s image abroad is incalculable. For almost a
week, the world was riveted by the unfolding drama of Chen’s escape. People
all over the world cared about Chen’s wellbeing because he was a powerful
symbol for courage and social justice.
|
Tuy nhiên, Bắc Kinh không nên lấy lý do này để ăn mừng.
Những thiệt hại đối với hình ảnh của chính phủ Trung Quốc ở nước ngoài là
khôn lường. Trong thời gian gần một tuần, thế giới đã tập trung vào câu
chuyện bị lộ về sự trốn thoát của ông Trần. Tất cả mọi người trên thế giới
quan tâm đến sức khỏe của ông Trần vì ông là biểu tượng mạnh mẽ cho sự dũng
cảm và công bằng xã hội.

This couldn’t be good news for Chinese leaders, now seen
as complicit in Chen’s mistreatment by thugs hired by local government
officials. China may have invested tens of billions of dollars, including
extravaganzas like the Beijing Olympics and the Shanghai Expo, to boost its
international standing. All it takes to undo such “soft power” offensives is
one lonely blind man who dared to show to the rest of the world the cruelty
and repressiveness of the current Chinese political system.

Đây không thể là tin tốt lành cho các lãnh đạo Trung Quốc,
hiện được xem như là những kẻ đồng lõa trong vụ ngược đãi ông Trần, do những
tên côn đồ đã được các quan chức chính quyền địa phương thuê mướn. Trung Quốc
có thể đầu tư hàng chục tỷ đô la, gồm cả các tác phẩm ngông cuồng như trong
Thế vận hội Bắc Kinh và hội chợ triển lãm Thượng Hải, để gia tăng vị thế quốc
tế của họ. Nhưng tất cả các cuộc tấn công bằng “sức mạnh mềm” như thế đều bị hủy
hoại chỉ bởi một người đàn ông mù đơn độc, dám phơi bày cho cả thế giới thấy

For the party, the domestic political fallout is perhaps
even more worrying. Chen’s escape revealed the incompetence of its repressive
apparatus. If more than a hundred thugs couldn’t guard a blind man, one
wonders whether this costly apparatus could do much else.
|
Đối với đảng, hậu quả chính trị trong nước có lẽ còn đáng
lo ngại hơn. Sự trốn thoát của ông Trần đã để lộ sự thiếu năng lực của bộ máy
đàn áp của đảng. Nếu hơn một trăm tên côn đồ không thể canh giữ một người đàn
ông mù, người ta tự hỏi liệu bộ máy tốn kém này có thể làm được tích sự gì.

Another disquieting development for the Chinese government
during this episode was the failure of its censorship system in blocking out
the news of Chen’s escape. Of course, the censors tried hard, but China’s
Twitter equivalent, the micro blogs, made their job impossible, as during the
Bo Xilai scandal. There isn’t enough
evidence to suggest whether such demonstration of incompetence has hurt the
hardliners inside the party. While
it’s conceivable that they could use these two incidents to urge tougher
repressive measures in the future, it’s hard to imagine that their political
standing has increased as a result of the Chen story.

Một diễn biến đáng lo ngại cho chính phủ Trung Quốc trong sự
vụ này là sự thất bại của hệ thống kiểm duyệt của họ trong việc ngăn chặn các
tin tức về sự trốn thoát của ông Trần. Dĩ nhiên là các nhà kiểm duyệt đã cố
gắng hết sức, nhưng Twitter của Trung Quốc, các tiểu blog, đã vô hiệu hóa sự

If anything, the Chen drama suggests that fear of
repression is dissipating within China.
Chen escaped with the help of a network of friends and human rights
activists, who risked their lives and liberty to spirit him away from danger
and into the U.S. Embassy. More
remarkably, after the Chen story broke, many of the same activists fearlessly
served as the conduit between Chen and the outside world, even though several
of them were detained and beaten up by the police. For the Chinese Communist
Party, this is perhaps the most worrisome development – long-repressed
dissidents are less afraid to challenge the regime directly. To the extent
that authoritarian regimes maintain power largely through fear, the loss of
fear on the part of the opposition initially and the ordinary people afterwards
is almost certain to portend a profound crisis.

áp đang tan biến ở Trung Quốc. Ông Trần đã trốn thoát với sự giúp đỡ của một

Obviously, the Chen story has to be understood in the
context of the Bo Xilai affair. Though completely unrelated, the two
incidents have reinforced the perception that the current Chinese political
system is entering a period of elevated political risks. In the Bo case,
power struggle within the ruling elites has seriously undermined the party’s
unity, a critical requisite for survival.
In the Chen case, the fearless act of one man will likely inspire many
others to stand up for their rights.

Coming on the eve of the party’s 18th Congress, when a new
leadership team will be installed, these two incidents have fundamentally
altered our perception of the resilience of the current regime. Not too long
ago, some leading sinologists proposed a theory of “authoritarian resilience”
to explain why and how the post-Tiananmen regime had been so successful in
maintaining power. Among other things, they argued that in the post-Tiananmen
era, the party had managed to institutionalize its succession process,
strengthened meritocracy, and learned to respond to public opinion.

As a result of the Bo and Chen incidents, we now know that
the party’s rule isn’t resilient, but fragile. Its succession process remains
unpredictable. Meritocracy is basically a myth (otherwise, how do you explain
Bo’s near-successful promotion to the Politburo Standing Committee?). That
Chen has been so mistreated so illegally for so long, despite public protest
in the cyberspace, indicates that the party can be tone-deaf where its
intervention is desperately needed to avert a human tragedy and a political
crisis.

The emerging perception of a ruling party facing an
impending crisis is, in all likelihood, the most significant political
fallout from the Chen Guangcheng story.
Of course, it’s purely psychological. But when we put all the pieces
of the puzzle together – the deep structural economic difficulties facing
China, a rising sense of uncertainty and anxiety among the elites, an
intellectual reawakening, and an emboldened dissident community – it may not
be a stretch to say that China has entered a political phase that is
fundamentally different from the past two post-Tiananmen decades.

When Thailand serves as the new coordinating country for
Asean-China relations beginning July, expectations are extremely high that
the country, which has an intimate tie with China, would be able to keep
peace and stability through managing competing claims in the troubled South
China Sea.

During the past three years (2009-2012) under the
Philippine's coordinating role, the tension in the mineral-rich sea has
intensified raising serious concerns within Asean and the international
community of possibility of armed conflicts. To prepare for their future
engagement both within the bilateral and Asean context, Thailand and China
have been quick to get together and positively respond to each other's mutual
security goals as if they were a long-standing alliance.

top brasses to China recently - first in 15 years - was a show-case sending a
strong message to the US and the region, Cambodia in particular, that the
Thai-China defense and security ties are rock solid and must not be the
subjection of speculations.

During the four-eye meeting in Beijing between Chinese
Defence Minister Gen Liang Guanglie with the Thai counterpart, ACM Sukhupol
Suwannathat, Army Commander in Chief Gen Prayuth Chan-ocha was tagged along
to his delegation. The topic they discussed was two sensitive issues focusing
on the South China Sea and the dispute between Thailand and Cambodia over the
12th Century Hindu Temple, known as Khao Praviharn/Phrea-Vihear. Both
countries were very firm on each other's support on their respective issues.

Given the high tension over South China Sea, especially
the three-week stand-off between China and the Philippines over the
Scarborough Shoals or Huangyan as the Chinese called it, Beijing has tried hard
to the non-claimant Asean members to distant them from the Philippine's
assertiveness. Manila has been very frustrated with the lack of Asean. As the
Asean-China coordinator, Thailand is naturally the main focus of China's
diplomatic offensive.

Căn cứ vào sự căng thẳng trên Biển Đông, đặc biệt là ba
tuần cầm cự giữa Trung Quốc và Philippine trên bãi cạn Scarborough, hoặc
Hoàng Nham như tên gọi của Trung Quốc, Bắc Kinh cùng những thành viên Asean

While the Thai military leaders strongly backed China over
a wide range of bilateral and regional issues, the Thai Foreign Ministry does
not always see eyes to eyes with their approach of across-the-board support
as the country's foreign policy has to take into account a myriad of factors
and on a case by case basis when decision is being made. With China and South
China Sea, the implications are huge and multidimensional. Undoubtedly,
Thailand remains ambivalent on the current the China-Philippine quagmire even
after listening to the presentation in Bangkok by the Chinese diplomats at the
end of April. China reaffirmed its sovereignty over the disputed island
saying it has solid historical and legal basis and is in line with
international law. For the time being, the Thai positions are rather simple:
concerning parties in the dispute should settle their problems peacefully,
working on the Regional Code of Conduct (COC) in the South China Sea and most
of all, Asean can facilitate the dialogue leading to eventual solutions.

China is very anxious to get Thailand on board as soon as
possible for two reasons. First right off is to ensure that China is involved
in the COC drafting with Asean as soon as possible. The Asean senior
officials will meet again next week for the fifth time in Bandung, Indonesia
to discuss a proposal by the Philippines to establish a Joint Cooperation
Area as well as the principles and nature of dispute settlement mechanism
before the Asean ministers adopt it in July. At the last meeting in Phnom
Penh, Asean could not agree on these key COC elements. Truth be told, some
Asean members want to bring in China, which expressed the interest to take
part since last November, so that Asean and China could agree and eventually
adopt the COC without delay. Both sides wasted ten years before agreeing on
the guidelines last year leading to the present stage. However, the
Philippines and Vietnam, the two strong-will claimants, want Asean to
complete all "the possible desirable elements" before any meeting with
the Chinese counterparts.

Trung Quốc rất muốn có Thái Lan tham dự càng tốt vì hai lý
do. Đầu tiên là để đảm bảo rằng Trung Quốc tham gia được vào việc soạn thảo

Secondly, China also understands well that the Thai
military have little influence over the conduct of diplomacy, especially
within the Asean context, except when they are dealing with the national
security issues. As evident in the ongoing Thai-Cambodia, the military
leaders have not complied fully with the decisions proposed by the Foreign
Ministry.
|
Thứ hai, Trung Quốc cũng hiểu rõ rằng quân đội Thái Lan ít
có ảnh hưởng trong việc tiến hành ngoại giao, đặc biệt là trong bối cảnh
ASEAN, ngoại trừ khi họ phải đối phó với các vấn đề an ninh quốc gia. Hiển

The failure to deploy the Indonesian Observer's Team along
the volatile border is a good illustration. It is imperative for China to
garner the military's support at the very beginning. One caveat is in order -
the strong China-Thai security ties could be problematic when they are placed
in the context of bilateral conflict with Cambodia coupling with the
overlapping Asean roles of the two conflicting parties.

Việc thất bại không triển khai được đội Quan sát của
Indonesia dọc theo khu vực biên giới sôi động là một minh họa tốt. Đối với

Least we forget the current excellent relations China
enjoys with Cambodia after Prime Minister Hun Sen's policy of rapprochement
at the end of 1999. Hun Sen has single-handedly crafted the Cambodia-China
relations and transforms China into the country's No. 1 friend within a mere
decade, to fit into dual new strategic profiles he drew up for his country -
a young medium-size tiger with the region's fastest economic growth and a
pro-active Asean member. The first objective could easily be attained with
the ongoing China's generous assistance and long-term support including
influx of new investment.

Ít nhất chúng ta đã quên mất những mối quan hệ tuyệt vời
hiện tại mà Trung Quốc đang tận hưởng với Campuchia sau chính sách tái lập
quan hệ của Thủ tướng Hun Sen vào cuối năm 1999. Hun Sen đã là người một mình
dựng lên các mối quan hệ giữa Campuchia Trung Quốc và biến Trung Quốc thành
người bạn hàng đầu của đất nước trong chỉ trong một thập kỷ, để phù hợp với

From 1994-2011, China invested US$8.8 billion in Cambodia,
making it the largest investor as well as the biggest aid donor to the tune
of US$2.1 billion since 1992. At the moment, Cambodia also has the region's
largest presence of Chinese immigrants, mainly businessmen, of nearly one
million out of the 14-million local populations. For the latter's goal, Hun
Sen has already made a strong personnel imprint on the Asean agenda judging
from the April summit. When the world's leaders, including the US, China,
Russia, attend the Seventh East Asia Summit in Phnom Penh in November under
his tutelage, the region's longest reigning leader will display his
diplomatic finesse in boosting the Asean profile.

But Hun Sen's outspokenness and the Thai-Cambodian
conflict can get into the way, especially after the International Court of
Justice in Hague comes up with a verdict later this year as it would affect the
ground situation at the troubled border. The court's outcome would swiftly
put to test the triangular China-Thailand-Cambodia relations.

When China's two best Asean friends went to war using
Chinese-made weapons, it could be a recipe for disaster. At the four-eye
meeting with the Chinese leaders, Thailand took great pains in explaining in
detail how the Chinese made BM-21 - the multiple rocket launchers - were used
extensively and discriminately causing damages to civilian lives and
properties across the border. Thailand relies on the US-made weapon systems
which were equally lethal and effective. Unlike the Thai-China security ties,
the Thai-US alliance lacks the concurrent interests even with the recent
announced US pivot to Asia.

chiến tranh bằng cách sử dụng vũ khí do Trung Quốc sản xuất, nó có thể là một

The question frequently asked today: Will Cambodia as the
Asean chair and Thailand as the Asean-China coordinator together be able to
contain the South China Sea debacle? It seems that the answer will depend on
China's reaction, in particular its ability to convince its two non-claimant
Asean friends to settle conflict and improve relations to prevent any
spilling effect on China's greater stakes.

Set the controls for the heart of the Sun. That's what space scientist Kevin Reardon did to capture this shot. Kevin works at the INAF/Osservatorio Astrofisico di Arcetri, in Florence, Italy, and managed to get a picture of what the Sun looks like right at its centre. He said: "What is unique about this image is that we have managed to get high-resolution, not the very highest possible at this wavelength, but close, over an extended field of view. This is just a small piece of the full Sun. It gives us an idea of the details of the individual structures, and how they are then all interconnected or intertwined or woven together"

The NASA/ESA Hubble Space Telescope has imaged a striking galaxy called NGC 4452, which appears to lie exactly edge-on as seen from Earth. The result is an extraordinary picture of billions of stars observed from an unusual angle. The bright nucleus can be seen at the centre, along with the very thin disc that looks like a straight line from our unusual viewing position. NGC 4452 was first seen by William Herschel in 1784 with his 47 cm telescope in England. He described the object as a bright nebula, small and very much elongated. This NASA image shows starlight which is slowly destroying a wandering cloud of gas and dust in the Pleiades star cluster. The star Merope lies just off the upper left edge of this picture from the Hubble Space Telescope. In the past 100,000 years, part of the cloud has by chance moved so close to this star that the starlight itself is having a very dramatic effect. Pressure of the star's light significantly repels the dust in the reflection nebula, and and smaller dust particles are repelled more strongly. As a result, parts of the dust cloud have become stratified, pointing toward Merope. The closest particles are the most massive and the least affected by the radiation pressure. A longer-term result will be the general destruction of the dust by the energetic starlight

Set the controls for the heart of the Sun. That's what space scientist Kevin Reardon did to capture this shot. Kevin works at the INAF/Osservatorio Astrofisico di Arcetri, in Florence, Italy, and managed to get a picture of what the Sun looks like right at its centre. He said: "What is unique about this image is that we have managed to get high-resolution, not the very highest possible at this wavelength, but close, over an extended field of view. This is just a small piece of the full Sun. It gives us an idea of the details of the individual structures, and how they are then all interconnected or intertwined or woven together"

The NASA/ESA Hubble Space Telescope has imaged a striking galaxy called NGC 4452, which appears to lie exactly edge-on as seen from Earth. The result is an extraordinary picture of billions of stars observed from an unusual angle. The bright nucleus can be seen at the centre, along with the very thin disc that looks like a straight line from our unusual viewing position. NGC 4452 was first seen by William Herschel in 1784 with his 47 cm telescope in England. He described the object as a bright nebula, small and very much elongated. The new Hubble image shows just how elongated this unusual object really is

The hand-crafted Scalextric track - dubbed The White Lake Formula One Ring - took James Harlan from Michigan, USA, three years to design and build. He said: "I hold race nights with about 30 people and I run it all properly with qualifying laps and everything. I've even been known to run 24 hour races where the track is lit by day and illuminated with on-track lighting by night for an authentic feel"

This NASA image shows starlight which is slowly destroying a wandering cloud of gas and dust in the Pleiades star cluster. The star Merope lies just off the upper left edge of this picture from the Hubble Space Telescope. In the past 100,000 years, part of the cloud has by chance moved so close to this star that the starlight itself is having a very dramatic effect. Pressure of the star's light significantly repels the dust in the reflection nebula, and and smaller dust particles are repelled more strongly. As a result, parts of the dust cloud have become stratified, pointing toward Merope. The closest particles are the most massive and the least affected by the radiation pressure. A longer-term result will be the general destruction of the dust by the energetic starlight
