Since Thein Sein took office as Burma’s president nine months ago, the country’s famous opposition leader, Aung San Suu Kyi, has been freed from house arrest, political prisoners have been released and the United States has normalized bilateral relations with Burma, also known as Myanmar. This week, Sein granted The Post’s Lally Weymouth his first interview with a foreign journalist. Excerpts:

President Sein: I would like to welcome you to our capital and I know The Washington Post is a renowned newspaper in America. This is the first time to meet with the foreign media. This is our foreign minister, our minister of information and our minister of labor.

Q: The West has been watching the changes you have brought about in your country — the freeing of political prisoners, enabling Aung San Suu Kyi’s party to run in the upcoming April election and the cease-fires you’ve declared with some of the ethnic groups. You have made extraordinary changes in a short time. What motivated you to want to change your country and to start this reform process?

A: With regard to the reform process we are undertaking in our country, there is a lot of encouragement from our people. The reform measures are being undertaken based on the wishes of the people [who want] to see our country have peace and stability as well as economic development. To have internal peace and stability and economic development, it is important to have good relations with the political parties that we have in our country. That is why we have had engagement with Daw Aung San Suu Kyi. In my meeting with Daw Aung Sang Suu Kyi, we were able to reach an understanding between the two of us.

Tổng thống Sein: Về quá trình cải cách mà chúng tôi đang tiến hành, thì có rất nhiều sự khuyến khích đến từ nhân dân chúng tôi. Các biện pháp cải cách đang được thực hiện dựa trên ý nguyện của nhân dân, [những người] muốn đất nước tôi có hòa bình và ổn định cũng như phát triển kinh tế. People would like to see peace and stability and that is why we have had engagement with the ethnic armed groups. That’s why our reform process is based on the wishes and the will of the people.

The people could not had this reform process without your leading it. You decided to release the political prisoners, you met Aung San Suu Kyi… What is next? Will you continue with this pace of reforms?

With regards to our future perspectives, we’d like to see transparency. I hope that we can and will be able to maintain friendly relations with countries of the world.

Can you share with us what is next in the reform process? What your vision is?

I believe that you need to know our aims, and they are to have peace and stability and economic development in our country. For the future, we need to continue to take necessary actions to achieve these goals.

You have normalized relations with the U.S., you have released political prisoners and achieved cease-fires with some of the ethnic groups. Do you have a definite next step?

The parliament also made amendments to the election commission law so that Aung San Suu Kyi can contest the upcoming by election [April 1]. Now, The National League for Democracy — her party, the NLD — has registered as a political party, and Aung San Suu Kyi will be contesting the upcoming by-election. If the people vote for her, she will be elected and become a member of parliament. I am sure that the parliament will warmly welcome her. This is our plan.

Tổng thống Sein: Quốc hội cũng đã tiến hành một số sửa đổi trong luật về ủy ban bầu cử để bà Aung San Suu Kyi có thể tranh cử trong cuộc bầu cử phụ sắp tới [ngày 1/4]. Hiện tại, Liên minh Quốc gia vì Dân chủ – đảng của bà, NLD – đã đăng ký làm một đảng chính trị, còn bà sẽ tranh cử trong cuộc bầu cử phụ sắp tới. Nếu nhân dân bỏ phiếu cho bà thì bà sẽ trúng cử và trở thành thành viên quốc hội. Tôi tin chắc quốc hội sẽ nồng nhiệt chào đón bà. Đó là kế hoạch của chúng tôi.

Another thing I would like to shed some light on is the ethnic armed groups we have in our country. First of all, we need to build confidence between the two sides. We have reached agreements on certain things. This requires the two sides to sign an agreement and return to the legal fold without carrying arms.

Một điều khác tôi muốn làm sáng tỏ ít nhiều là những nhóm thiểu số có vũ trang trong nước tôi. Đầu tiên, chúng tôi phải xây dựng lòng tin giữa đôi bên. There are a total of 11 armed groups in our country. We have engagement with all the armed groups. We also have agreements with some of the ethnic armed groups. But this is not over yet. We are continuing negotiations.

This is based on the agreement between the two sides. Soon we will try to achieve an eternal peace in the country. However, this will require time.

It depends on the elections and if she was voted for by the people or not. Once she has been elected, she will become a member of parliament. All of the cabinet ministers that we have now are appointed based on the agreement given by the parliament.

What is your vision for U.S.-Myanmar relations in the future? What are your hopes for that relationship and how would you like to see it evolve?

With regard to U.S.-Myanmar relations, I would like to make three points. First, we already have engagement with the United States. Secretary of State [Hillary] Clinton visited our country and just today we were visited by Senator Mitch McConnell. The second point is that we are not represented by [diplomats at the] ambassadorial level. We hope the representation can be upgraded. The third point I would like to make is that the U.S. and the E.U. have had economic sanctions on our country. It has been [for] nearly 20 years now. I would like to see them ease… and eventually get rid of the sanctions…

Tổng thống Sein: Về quan hệ Mỹ-Myanmar, tôi muốn đưa ra ba điểm. Thứ nhất, chúng tôi đã có những tiếp xúc, giao thiệp với nước Mỹ. Secretary Clinton announced last week that relations would be normalized and that the U.S. and Myanmar will exchange ambassadors.

Tuần trước Ngoại trưởng Clinton có tuyên bố rằng quan hệ sẽ được bình thường hóa, và Mỹ và Myanmar sẽ trao đổi đại sứ.

Yes, I have heard that news also. Until today it has not been announced that there has been an appointment of an ambassador.

Tổng thống Sein: Vâng, tôi cũng có nghe tin đó. Cho tới hôm nay, vẫn chưa có tuyên bố chỉ định đại sứ.

There are three requirements that Western countries would like to see us do. First is the release of political prisoners. Second is to hold the [parliamentary] election. Thirdly, to have Aung San Suu Kyi and others participate in our political process. I believe we have accomplished these steps already. What is needed from the Western countries is for them to do their part. In taking actions with regard to the three points I have mentioned, we have done it not because others were putting pressures on our country. We did it because we felt it was necessary to do for our country.

Các nước phương Tây có ba đòi hỏi mà họ muốn chúng tôi thực hiện. Đầu tiên là trả tự do cho tù chính trị. Thứ hai là tổ chức bầu cử [quốc hội]. Thứ ba, để cho Aung San Suu Kyi và những người khác tham gia tiến trình chính trị của chúng tôi. Tôi tin là chúng tôi đã làm được cả ba bước này rồi. Bây giờ cái mà các nước phương Tây cần làm là họ phải tiến hành phần việc của mình. It was not [Your reforms were not motivated by] because of the pressure from the sanctions? Didn’t sanctions work?

Sanctions were aimed at harming our government but, actually, they harmed the interest of our people. Nor did they affect the previous government, which actually laid down the procedures so they could hand over a democratic system for our country.

Tổng thống Sein: Các lệnh cấm vận là nhằm làm hại chính quyền Myanmar nhưng trên thực tế chúng lại làm tổn hại đến lợi ích của nhân dân chúng tôi. You are speaking about the seven-step program outlined in 2004?

The previous government laid down the seven-step program so they could implement a democratic system in our country. They have taken the necessary measures step by step.

Tổng thống Sein: Chính quyền cũ đặt ra một chương trình bảy bước nhằm để xây dựng một chế độ dân chủ cho đất nước chúng tôi. Họ đã tiến hành các biện pháp cần thiết, từng bước một.

They laid out the program so they could implement democracy?

Yes, it’s true.

People are wondering, why are you reforming now. Your answer is that this was planned a long time ago and it has been moving along in stages?

Mọi người đang ngạc nhiên tự hỏi tại sao ông tiến hành cải cách lúc này. Câu trả lời của ông là cải cách đã được lên kế hoạch từ lâu và đã được thực thi theo từng giai đoạn?

When a system needs to be changed, it cannot be done overnight. Some countries that have tried to change overnight have deteriorated. That is why we laid down the seven-step road map and have taken step-by-step measures. You can see we are a democratically elected government.

Tổng thống Sein: Khi một hệ thống cần chuyển đổi, thì không thể làm việc đó chỉ trong một đêm. Một số nước từng cố gắng chuyển đổi trong một đêm đều đã đi xuống. Đó là lý do vì sao chúng tôi lập ra một lộ trình bảy bước và tiến hành các biện pháp theo từng bước một. Anh có thể thấy là chúng tôi đây là một chính phủ được bầu chọn một cách dân chủ.

But 25 percent of the government is reserved for the military, and most of the members of the government, including yourself, are former members of the military. Democracy to us means a civilian government that has power over the military.

The military is no longer involved in the executive body. Even if you look at our parliament, one-fourth is reserved for the military. We cannot leave the military behind because we require the military’s participation in our country’s development.

I hope that you can study our constitution. [Under it] the president has to appoint the commander in chief of the armed forces in our country, too.

The U.S. is also concerned about your relationship with North Korea. Senator [Richard] Lugar recently stated that your country might be developing a nuclear program with the help of the DPRK. Could you comment on this? Are you willing to sever military ties with North Korea?

Hoa Kỳ cũng lo ngại về quan hệ của ông với Bắc Triều Tiên. Gần đây, Thượng nghị sĩ [Richard] Lugar nói rằng nước ông có lẽ đang triển khai một chương trình hạt nhân với sự trợ giúp của CHDCND Triều Tiên. Ông có thể bình luận về điều này không? Ông có dự định cắt đứt quan hệ quân sự với Bắc Triều Tiên không?

We have diplomatic relations with the DPRK [but] we don’t have any relations with regard to a nuclear program or military cooperation. These are only allegations. In the international arena, our country is one that stands for the nonproliferation of nuclear weapons. We have always abided by the resolutions of the United Nations and these are only allegations. We don’t have any nuclear or weapons cooperation with the DPRK. The DPRK is not in a situation to provide assistance to our country, and we don’t have the financial means to implement a nuclear program.

Tổng thống Sein: Chúng tôi có quan hệ ngoại giao với CHDCND Triều Tiên [nhưng] chúng tôi không có mối quan hệ nào liên quan đến chương trình hạt nhân hay là hợp tác về quân sự cả. Đấy chỉ là những lời vu khống. Trên diễn đàn quốc tế, đất nước của chúng tôi đứng trên lập trường không phổ biến vũ khí hạt nhân. Chúng tôi đã luôn luôn tuân thủ các nghị quyết của LHQ và chuyện kia chỉ là những luận điệu vu khống. Chúng tôi không có hợp tác về hạt nhân hay vũ khí nào với CHDCND Triều Tiên cả. CHDCND Triều Tiên không ở trong điều kiện có thể giúp đỡ đất nước chúng tôi, và chúng tôi không có phương tiện tài chính để thực hiện một chương trình hạt nhân.

Are you willing to let IAEA [International Atomic Energy Agency] inspectors into your country?

Ông có sẵn sàng để cho các thanh tra của IAEA [Cơ quan Năng lượng Nguyên tử Quốc tế] vào nước ông không?

We are in the process of signing the additional protocol of the IAEA. This requires a study, which has to be submitted to our parliament for approval.

Is there anything you would like to say to American readers?

My message is that we are on the right track to democracy. Because we are on the right track, we can only move forward, and we don’t have any intention to draw back. Our government is only about nine months old.In terms of democratic experiences and practices, we still have very little experience and practice. I don’t think that we can compare with the United States — a country that has been practicing democracy for over 100 years. For democracy to thrive in our country there are two main requirements. First is to have domestic peace and stability. Second is that we need economic development and we are taking necessary measures for our economy to develop so our people will have a better livelihood. ... About 3 million of our people are working in other countries. We have about a 26 percent poverty rate. That is because for over 20 years sanctions were placed on our country. Sanctions hurt the interest of our people. For that reason, there were no job opportunities in our country. If you would like to see democracy thrive in our country, you should take the necessary actions to encourage this by easing the sanctions that were placed on our country.

Tổng thống Sein: Thông điệp của tôi là chúng tôi đang đi trên con đường đúng để đến với dân chủ. Vì đang đi đúng đường nên chúng tôi chỉ có thể tiến lên phía trước, và chúng tôi không có ý định lùi bước. Chính quyền của chúng tôi chỉ mới tồn tại được 9 tháng. Về kinh nghiệm và thực tiễn thi hành dân chủ, chúng tôi vẫn còn rất ít kinh nghiệm và thực tiễn thi hành. Tôi không nghĩ có thể đem so chúng tôi với Hoa Kỳ – đất nước đã thực thi dân chủ được hơn trăm năm. Để dân chủ có thể phát triển ở đất nước chúng tôi, cần hai điều kiện chính. Thứ nhất là phải có hòa bình và ổn định trong nước. Thứ hai là chúng tôi cần phát triển kinh tế và chúng tôi đang tiến hành những biện pháp cần thiết để nền kinh tế của chúng tôi phát triển lên, để người dân được sống tốt hơn… Khoảng 3 triệu người dân đất nước chúng tôi đang làm việc ở các nước khác. Chúng tôi có tỷ lệ nghèo đói khoảng 26%. Ấy là vì lệnh cấm vận áp đặt lên đất nước chúng tôi đã hơn 20 năm. Lệnh cấm vận vẫn làm hại lợi ích của nhân dân chúng tôi. Vì lý do đó mà ở nước chúng tôi không có cơ hội việc làm. Nếu các ngài muốn thấy dân chủ nảy nở ở đất nước chúng tôi, các ngài nên tiến hành những hành động cần thiết để khuyến khích dân chủ, bằng cách giảm dần lệnh cấm vận áp đặt lên đất nước chúng tôi.

If you want to build up your economy and develop it, would you be willing to privatize some industries and let foreign investors come in?

Nếu ông muốn xây dựng và phát triển nền kinh tế, thì ông có sẵn lòng tư nhân hóa một số ngành và để cho các nhà đầu tư nước ngoài vào nước ông không?

We welcome foreign investors and we have made necessary amendments to our law as it relates to foreign investment. But foreign investors will only come once sanctions have been eased up on our country.

I don’t think there are any difficulties for foreigners to make investments in our country. The only difficulty they [would have] is sanctions.

A mudhif is a traditional reed house made by the Madan people (also known as Marsh Arabs) in the swamps of southern Iraq. In the traditional Madan way of living, houses are constructed from reeds harvested from the marshes where they live.


Houses built of reeds had the additional advantage of being portable. In the spring, if the marsh waters rose too high, a five-arched raba could be taken down, moved to higher ground, and re-erected in less than a day. With proper care and repair, reed dwellings could last for well over 25 years.

Reeds had the same physical properties in the past as they do today, requiring similar innovations for structural soundness. For instance, if arches were made from bundles of fresh reeds, the structure would collapse in short order. For maximum soundness the core of a new arch bundle was made up of reeds taken from an older structure.

Local architecture plays an important role in the culture of the marsh Arabs of southern Iraq, and no structure captures the lifestyle and traditions of the region more than the ‘mudhif.’
Now, with a little outside help, the traditional structures are making a comeback in modern construction.
First constructed in the marshes of what is now southern Iraq over 5,000 years ago, the mudhif is a unique local meeting place constructed entirely of reeds, straw and other natural materials. Over time, the building process hasn’t changed greatly.
Lengths of reed about 10 meters long are bunched into columns, tied together, and then shaped into huge parabolic arches. Hand-woven mats are then tied over and between the columns, forming a roof. Finally, reed lattice panels are attached to the sides, allowing for both sunlight and airflow into the interior and enclosing the entire hut.
The design of the mudhif reflects local traditions. For instance, there are always an odd number of reed pillars in the mudhif, allowing the host of a meeting to sit along one side wall with an equal number of guests to his right and left. This ensures that the tribal sheikh remains at the center of decision-making when conducting business, and reinforces his position of prestige in the area.
Building on this traditional form of construction, U.S. Soldiers with Task Force Pathfinder embarked on a program to incorporate local building materials and techniques into present-day construction projects.
In a military-sponsored training program entitled “The Modernization of the Traditional Marsh Arab Mudhif,” local builders used readily available – and generally free – raw materials along with ancient building techniques to construct a model adobe house in Chubayish City in southern Iraq.
The ancient and the modern meet in this single location–a marsh reed home outfitted with electricity, running water and conveniences that usher in an architectural concept found throughout the 4th Brigade Combat Team, 1st Armored Division’s operating environment.

Construction of the "model" adobe house was coordinated with Task Force Pathfinder and the Dhi Qar Provincial Reconstruction Team.
The objective of the project is to merge traditional building methods with modern materials in a way that could maximize the use of local construction materials. The use of inexpensive marsh reeds, whether as mats or support columns, a soil foundation, and modern adobe bricks, are the basic elements needed to build the houses, promoting sustainability and allowing locals to replicate the buildings without much expenditures on construction materials.
“This model Adobe House is an architectural example that can be easily replicated in the surrounding area. The province plans to use the modernized mudhif to house eco-tourists in the coming years as part of birding expeditions into the marshes,” explained Sgt. 1st. Class Darell Walker, project officer with Task Force Pathfinder.
“The concept and design of the house are intended to showcase the cultural significance of the mudhifs and reed huts that have been used in the area since recorded history, bearing in mind the climate of the area,” explained Maj. Eric Russell, an Army engineer and operations officer for Task Force Pathfinder. “Each of the houses has a modern service module that includes a bathroom and a kitchen.”
There is a tremendous need for housing projects in the Marshlands to accommodate returning refugees as well as the growing population of villages and cities in and around the marshes.
As with all traditional societies, Iraq continues to experience change. The land and the people are resilient and welcome many of these changes.
A new government system is in place with the tender shoots of democracy beginning to emerge from this desert-dwelling nation. Like the ‘mudhif,’ an ancient structure rebuilt to reflect modernization, the people of Iraq are embracing a new time and place in the world.
