One out of every four people on this planet paid a bribe last year. Bribery has been said to cost the world $1 trillion a year. The United Nations says bribes accounted for one fourth of Afghanistan's annual GDP.

So I was intrigued to hear about an innovative idea to deal with corruption from one of the places most plagued by it - India.

India's Chief Economic Adviser, the economist Kaushik Basu, posted a paper on his personal website in which he made a case for legalizing certain types of bribes.

Corruption is a huge and growing problem in India. More than half of all Indians say they had to pay a bribe last year. Many of those are what Basu calls "harassment bribes" - illegal payments to get basic services, like an extra 100 rupees to get a driver's license or a routine permission.
Tham nhũng là một vấn đề lớn và đang tái diễn ở Ấn Độ. Hơn một nửa dân số người Ấn Độ nói rằng năm ngoái họ đã phải trả tiền hối lộ. These are the kinds of bribes Basu wants to change the law on. Under current Indian law, both the bribe giver and the bribe taker are guilty. If they're caught, both are fined an equal amount, say 100 rupees. So the state gets 200 rupees total.

Basu has a radical proposal. Fine the bribe taker, the government official, 200 rupees, he says. Let the bribe giver go scot-free. So the government collects the same amount in fines, but the person who had to pay the bribe is not fined. Instead, he gets his bribe money back.

So how does this reduce corruption? Well, Basu's game theory simulation suggests that bribery in general will decrease because people who are asked for bribes can pay the money and they can still go and complain without worrying that they will be prosecuted. And the corrupt official who takes the bribe will know that if they take the money they face twice the penalty.

It's a fascinating idea. It has come in for lots of criticism in India, but the critics are missing the point. India needs creative thinking to cure the cancer of corruption that is actually getting much worse, and not just in India.

It's a corruption index, put together by Transparency International. The redder a country is, the more corrupt its bureaucrats. The yellow spots are less corrupt. You notice here in the U.S. we're not doing too badly.

So what's the least corrupt country in the world? Singapore.
About five decades ago, that tiny country was newly independent, and for all of the rapid growth, it had the usual third world baksheesh culture. That changed under Lee Kuan Yew. He decided to pay government officials at par with those in the private sector. That killed the incentive for officials to be corrupt.

The Singapore solution is expensive, especially for large countries with large bureaucracies, but it would probably still be a bargain considering how much corruption costs most economies.
Another innovative idea came out of Africa. The Sudanese-born billionaire Mo Ibrahim often wondered why his continent had the richest resources, the richest natural resources, and yet the poorest people.

Identifying corrupt leaders is the problem. Ibrahim tried to change those leaders' incentives. He instituted the annual Ibrahim Prize. It awards $5 million to an African leader who is not corrupt and leads office peacefully. The winner then goes on to get an additional $200,000 annually for life.

A great incentive, right? The problem is they couldn't find a winner for 2009 or 2010. The jury simply refused to make the award to someone who was not truly deserving.

But the point of this story isn't to despair. Corruption or bribery are not innate cultural qualities. Singapore shows that cultures can change. Studies show that these crimes are due to inertia. If everyone's doing it, then there's incentive to take and offer bribes as well. But how do you get to a critical mass where people stop doing it? Well, smart government policies and good leadership from the private and public sector help.

It is possible. This is the year of change, after all. And remember, much of the popular anger against governments in the Arab world this year was fueled by the sense that they were out of touch, repressive and corrupt. So let's try more ideas like the one from Mr. Basu in India.

For the congregation of hypocrites shall be desolate and fire shall consume the tabernacle of bribery... Job 15:34 (KJV). The word of God is equal to God and it cannot change. The scripture says: “By righteousness a nation is lifted up, but sin is a cause of shame to the people” Proverb 14:34 (BBE).


The greed to make money, become popular and gain untold power has led so many people into the sins of bribery. Bribery which is the dishonest art of persuading someone, either by giving him or her money or any valuable item is a sin that is causing shame to the people and bringing withering economic woe to the nation. Nowadays, it has become stylish to grab the nation by the throat and steal from her coffers. Government officials, contractors, suppliers etc have taken it as a way of life to bribe their way through inglorious riches and tremendous wealth. They bribe and receive bribe, perverting justice, abandoning national project and making the environment and our economy unbearable for the masses.

If you are involved in this illicit art, this is what the wealthiest man from east(Job) is telling you. “Fire shall consume the tabernacle of those who are engaged in bribery” Any empire or business organization built through bribery will not stand the test of time. It will eventually suffer the heat of adverse economic inferno and it will not remain. You will look for it, behold it will be no more. You may collect bribe in your closet and pretend in public. The scripture says, you are a hypocrite and the hypocrites the scripture says “ …shall be desolate…….” “Of all the things in the world that stink in the nostrils of men, hypocrisy is the worst” - Spurgeon. And “a hypocrite is a fellow who isn’t himself on Sundays”. No matter your pretence, you have an end and it is desolation. If you take bribe and bring the money to the house of God to impress, the scripture is saying that your end is not going to be comfortable.

Bribery is dangerous, it enthrones mediocrity and crucify merit. It destroys standards, silence excellence and discourage patriotism and heroism. Where bribery thrives, under development is celebrated. Our educational system has became a gallery to display shame and mediocrity. Schools produce graduates who lack feat to competent effectively in this fast changing world. Lecturers receive bribe and students bribe their way out. The economy is full of bribe givers and bribe collectors. The economic boat of our nation is sinking because the syndicates of evil are on board.

William .E. Gladstone said: “Selfishness is the greatest curse of the human race” when you bribe to have everything for your self, depriving the right people from getting and being there, that is a sure curse of human race. You may seem to enjoy temporal success but in no distant time all will amount to nothing and your name will fade away. Prophet Amos was right when he said, for as much therefore you trample on the poor, … you have built houses of hewn stone, but you will not dwell in them, you have planted vine yards, but you shall not drink their wine… You who afflict the just, who take bribe …” Amos 5:11-12.

Honestly, we are living in an environment highly infested with the disease called bribery. Amidst all these iniquities what do we do? As a matter of fact. Samuel judged Israel all the days of his life but his own children were rejected by the elders of Israel . They demanded for a King as bribery had taken a dangerous and systematic toll among the sons of Samuel. Every right thinking citizen should reject any body who receive and gives bribe. Clergies should frown at their donations. Their wealth should not be celebrated because in a passing moment, it will definitely loose its value.

What is the way forward for them?
Amos 5:14-15 has the verdict: Seek good, and not evil, that you may live ……. And establish justice in the court. If you are a student offering bribe to your lecturer and exam officials, seek good and repent. The process of divide and rule, sacrificing of merit on the altar of mediocrity among our politicians should be put aside and be replaced with patriotism and firm national integrity. If you have bribed and received bribe before; restitution is the answer. Return and surrender your ill-gotten wealth for national development and God will firmly establish you in life as every good and perfect gift comes from God.

Several towns in Austria have been checking their archives this week to see if Adolf Hitler is still an honorary citizen of their communities.

It follows an announcement by the town of Amstetten that - after more than 60 years - it was finally revoking Hitler's honorary title.

Factories making sought-after Apple iPads and iPhones in China are forcing staff to sign pledges not to commit suicide, an investigation has revealed.

After a string of self-inflicted deaths at iPhone- and iPad-manufacturing Foxconn factories in China, employees are being asked to sign no-suicide pledges, according to a Taiwanese cable news report passed on by Australia's Sydney Morning Herald. The company is also surrounding its buildings with nets to catch jumpers.


I don't know about you, but if I was working 12 hours a day, six days a week, plugging circuit boards into Apple gadgets that sell for more than I might make in a month, and I looked out the window and saw nets being installed to keep co-workers from dashing their brains out on the streets below, I'd start to feel a little depressed. Top that off with an explicit corporate request to refrain from suicide and I'd be seriously questioning my career path.


And yet, according to a Foxconn spokesperson quoted by the Sydney Morning Herald, 8,000 job applicants apply to work at Foxconn's Chinese factories every day. I don't what's more distressing -- the rate of suicides among workers assembling the West's most prized objects of techno-fetishistic desire, or the fact that by Chinese standards, a Foxconn job is considered relatively desirable.


Foxconn's CEO, Terry Gou, has hustled from Taiwan to China to do some damage control and the Wall Street Journal reports that Apple is conducting its own investigation. As well it should: Apple's got a valuable brand to protect, and, even if the company just passed Microsoft in terms of market capitalization, Steve Jobs knows as well as anyone how easily reputations can be made and broken in an age where image is everything. Accusations of low wages can be brushed off without much effort. Nine deaths in six months? Not so easy.


But there are also larger issues to consider. It's fun to pick on Apple, because of the cognitive disjunction between its appropriation of hipster cool and the ongoing exploitation of cheap labor offshore. But Foxconn, and China, assemble gizmos for everyone -- there are very few Americans, hipster or not, who aren't complicit in the miserable working conditions commonplace in developing nations, via their own consumption habits.
